Position Description

This position announcement is for Administrative Services Manager - General Services/Fleet, a full-time position in General Services. This position may serve as the Sr. departmental purchaser, a parts and supplies inventory manager, or as a Project Manager for the Department of General Services. This position will also oversee and manage financial transactions for the department and oversee and manage assigned contract agreements from creation through end-of-life and may oversee a specific program within Fleet. This title may also be utilized in various sections of Fleet Management.

Typical Duties

  • Oversee accounting and accounts payable activities.
  • Create and analyze reports to evaluate and manage program outcomes as well as prepare and produce detailed administrative, financial, and special reports.
  • Assist in the preparation of the budget for General Services Divisions.
  • Oversee and manage contract agreements and processes.
  • Review, prepare and submit specifications for procurement.
  • Monitor and coordinate agreement terms compliance, renewals, and transactions.
  • Participate in RFQ presentations and evaluations.
  • Oversee and prepare purchase orders, receipt documents, invoice payments and vendor communication and related items.
  • Ensure compliance with regulations, policies and procedures.
  • Supervise employees and evaluate employee performance.
  • Manage parts and supply inventories and coordinate orders and receiving with vendors.
  • Communicate with other Metro agencies and contractors both verbally and in writing.
  • Resolve complex financial and procurement issues.
  • Attend management meetings, sessions, and conferences to ensure proper financial policy and procedures are followed.
  • Research, analyze, and interpret inquiries and/or problems with vendor invoicing and payments.
  • Review and approve financial transactions such as invoice payments, journal entries and credit card purchases.
  • Maintain log of checks for auditing purposes.
  • Participate in and assign special projects as needed.
  • May serve as a Project Manager or Coordinator.

Minimum Qualifications

EDUCATION AND EXPERIENCE: Bachelor's Degree and five (5) years of professional experience in government procurement, inventory or project management, of which at least 2 years as a supervisor in a related field. *Additional experience may be considered in lieu of education (1:1 Ratio)

LICENSES REQUIRED: Valid Driver License

All employees of the Metropolitan Government shall be residents of the State of Tennessee or become residents of the state within six (6) months of employment as a prerequisite to employment with the Metropolitan Government.

Preferred Experience, Knowledge, Skills, and Abilities

Experience using Metro's R12 financial and IProcurement or similar software systems.

Experience following methods, regulations, practices and procedures of government purchasing, inventory or project management.

Experience in business and financial management and administrative principles and practices.

Experience in planning, organizing and supervising comprehensive business and administrative services.

Experience in Microsoft Office products.
