Telesat Lightspeed, our revolutionary Low Earth Orbit (LEO) satellite network, scheduled to begin service in 2027, will revolutionize global broadband connectivity for enterprise users by delivering a combination of high capacity, security, resiliency and affordability with ultra-low latency and fiber-like speeds. Telesat is headquartered in Ottawa, Canada, and has offices and facilities around the world.

The company's state-of-the-art fleet consists of 14 GEO satellites, the Canadian payload on ViaSat-1 and one LEO 3 demonstration satellite.

The Project Manager, Network Operations will lead cross-functional initiatives that support the operational readiness, performance, and scalability of the Telesat Lightspeed network. This role is critical to ensure the successful implementation of systems, tools, and processes that enable 24/7 operations, service assurance, and customer support across the LEO ecosystem.

The ideal candidate brings a strong background in Network operations, Satellite and Telecommunications project delivery, with the ability to manage complex, multi-stakeholder initiatives in a mission-critical environment.

Role Responsibilities:

  • Project Leadership: Lead end-to-end project delivery for initiatives supporting the LEO Network Services Operations organization and associated operational systems.
  • Operational Enablement: Drive implementation of tools and processes for incident management, performance monitoring, change management, and service assurance aligned with L1–L5 support models.
  • Stakeholder Engagement: Collaborate with Engineering, IT, Customer Support, and external vendors to ensure alignment on project goals, timelines, and deliverables.
  • Risk & Issue Management: Identify, assess, and mitigate risks related to network operations, service continuity, and system integration. Develop contingency plans and escalate critical issues as needed.
  • Resource & Budget Oversight: Support resource planning and budget tracking for operational projects, ensuring efficient use of personnel, tools, and capital.
  • Performance Reporting: Define and track KPIs related to project delivery and operational impact. Provide regular updates to senior leadership on progress, risks, and outcomes.
  • Process Optimization: Contribute to the continuous improvement of operational workflows, including automation, data integration, and cross-team coordination.
  • Executive Reporting & Communication: Prepare and deliver high-impact reports, dashboards, and presentations for senior leadership, summarizing project status, operational impacts, risks, and strategic recommendations. Ensure alignment with organizational goals and provide clear visibility into project performance across the Network Operations portfolio.

Education and Experience Required:

  • Degree or diploma in Telecommunications, Network Engineering, Systems Engineering, or a related technical field.
  • 8+ years of experience in Network operations, satellite systems, or telecommunications.
  • 5+ years of project management experience in a mission-critical or 24/7 operational environment.
  • Experience with LEO/GEO satellite networks, IP networking, and SDN is highly desirable.
  • Certifications in PMP, PRINCE2, or equivalent project management certification preferred. ITIL certification is an asset.
  • Strong understanding of network topologies, satellite ground systems, and performance monitoring tools.
  • Familiarity with incident and change management frameworks in operational environments.
  • Proficiency in Jira, Confluence, MS Project, and other project tracking tools.
  • Excellent communication skills with the ability to translate technical requirements into actionable plans.
  • Proven ability to lead cross-functional teams and manage vendor relationships.
  • Bilingual (English and French) preferred.

Working Conditions

  • Based in Gatineau QC, temporarily based in Ottawa ON, with occasional travel to other Telesat facilities or partner sites.
  • Availability for occasional overtime or on-call support during critical project phases. At times, some Shifted workdays or shift work may be required.
