ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time. Under the direction of an Assistant Director of Information Technology Services, SG-31, within Dedicated Support - OPWDD, the Manager Information Technology Services 2 SG-29 will manage a team of ITS staff that supports the development and maintenance of software that supports the Office for People with Developmental Disabilities (OPWDD) Tracking and Billing System (TABS). TABS generates approximately $2,000,000,000 in Medicaid claims annually and reconciles those claims, while generating approximately $25,000,000 of bulk load vouchers for the Statewide Financial System for reimbursement to OPWDD business partners. Duties of this position include, but are not limited to, the following:

• Direct federally mandated enhancements to the TABS codebase and the on-going support of the monthly billing cycle that must be completed within strict timeframes, so that no revenue is lost.
• Direct Cache programming activities include coding, unit testing and debugging in accordance with design specifications, agency standards and test plans.
• Collaborate with business owners and team members to define business requirements.
• Direct the development of detailed design specifications for enhancements and modifications to TABS Cache code base as required to satisfy business requirements.
• Develop work plans, schedule and manage all activities of subordinate staff, including contractors.
• Direct and participate in the selection and ongoing development of staff to ensure they are offered opportunities for learning, training, growth and challenging work.
• Provide oversight and direction to ensure the success of enhancements to existing application software. Direct staff and oversee applications outside the Cache environment as needed.
• Direct and conduct compliance activities including code and test result reviews to ensure that standards are being followed and to ensure the quality and integrity of the unit's deliverables.
• Direct software maintenance activities, including remediation, software upgrades and enhancements to the Cache environment.
• Develop project proposals, project plans and cost plans as required.
• This position supports an application environment available 24 hours a day/7 days a week and it may be necessary to occasionally work outside normal business hours.

Open to NYS employees with one year of permanent competitive service as a Manager Information Technology Services 2, SG29/M3, OR in a position at the SG27/M2 level or higher deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades or one M-grade.

If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
