ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time. Under the direction of the Deputy Commissioner of Technology, the Manager Information Technology Services 1 will be assigned to the Dedicated Services, Housing and Community Renewal (HCR) bureau within the Office of Information Technology Services (ITS) and will serve as a strategic point of contact for the client agency, supporting and managing technical solutions, assisting in overall product development and architecture, and providing technical stewardship across the bureau. Duties include but are not limited to the following:

• Support end-to-end technical solutions that address business requirements and align with architecture principles and standards.
• Assist in developing solution architectures, technical specifications, and system designs.
• Provide technical leadership and guidance to project teams throughout the solution development lifecycle.
• Collaborate with architects, developers, and other stakeholders to ensure alignment with architectural best practices.
• Work closely with user experience, business analysts, and business stakeholders to gather and analyze requirements.
• Translate business requirements into technical solutions, considering factors such as scalability, performance, security, and usability.
• Evaluate new and emerging technologies to determine their suitability for inclusion in a technical solutions catalog, and conduct proof-of-concept evaluations and provide recommendations for technology adoption.
• Identify technical risks and develop mitigation strategies to address them.
• Ensure that solutions adhere to security, compliance, and regulatory requirements.
• Engage with stakeholders at all levels to communicate technical solutions, gather feedback, and address concerns.
• Present technical proposals and recommendations to executive leadership and other key stakeholders.
• Collaborate with development teams to ensure that technical solutions are implemented according to design specifications.
• Provide technical oversight and support during the implementation phase.
• Drive continuous improvement in solution architecture processes and practices.
• Identify opportunities to improve efficiency and enhance solution quality.
• Perform a full range of supervisory duties.

Open to NYS employees with one year of permanent competitive service as a Manager Information Technology Services 1, SG27/M2, OR in a position at the SG25 or M1 level or higher deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades or one M-grade.

ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. Some positions may require fingerprinting. Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
