Manager Information Technology Services

ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.

Under the direction of a senior program manager the Manager Information Technology Services 1 will be assigned to the Dedicated Services, Housing and Community Renewal (HCR) bureau within the Office of Information Technology Services and will serve as the primary strategic point of contact for the client agency including supporting business analysis, managing an overall product portfolio, and adding support for security measures. Duties include but are not limited to the following:

• Direct and oversee the organization's technology strategy function.
• Plan and manage client-facing communications, ensures timely and properly positioned communications. Lead the development of comprehensive business cases to justify and prioritize technology investments for the client agency.
• Develop use-case documentation for existing and proposed technology solutions.
• Support and liaise on security functions in conjunction with business rules and actions.
• Support and liaise on security measures for various platforms and products.
• Formulate business proposals for delivery of ITS services and solutions.
• Develop and deliver executive presentations.
• Collaborate with the client agency to define, develop, and champion the strategy associated with the agency's product portfolio.
• Manage the end-to-end procurement process for new and existing technology investments.
• Engage with technology vendors to identify and source optimal solutions.
• Lead talent development initiatives within the Strategy function.
• Maintain a thorough understanding of state budget and finance requirements related to technology investments.
• Develop and maintain in-depth knowledge of state contract practices and procedures.
• Manages PTP processing.
• Oversee the creation and maintenance of comprehensive business process documentation.

Open to NYS employees with one year of permanent competitive service as a Manager Information Technology Services 1, SG27/M2, OR in a position at the SG25 or M1 level or higher deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades or one M-grade.

Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Details of position(s) will be described further if you are selected for an interview.

If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
