Manager Of Information Technology Specialist 1, SG-27

ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time. Under the direction of the Manager of Information Technology Specialist 2, SG-29, within the Dedicated Support Division / Worker's Compensation Board (WCB), the Manager of Information Technology Specialist 1, SG-27 will be responsible for data migration, data warehouse, data integration, and BI analytics efforts supporting WCB data warehouse and BI activities. Further, the incumbent will communicate with internal staff on various projects including data warehouse, business intelligence, and data sharing initiatives. The incumbent will be responsible for supervising, mentoring, and supporting DMS staff as well as performing hands-on business analysis, project management, design, ETL development, technical maintenance, data integration, report writing and data evaluation.

Specific duties will include but are not limited to the following:

• Demonstrate proficiency with data warehouse and BI analytics concepts.
• Demonstrate knowledge of OLTP and dimensional (star schema) data modeling, as well as Structured Query Language (SQL).
• Utilize tools related to the movement of data such as Pentaho Data Integrator or SSIS (or similar tool).
• Demonstrate knowledge of tools related to BI analytics schema and cube development such as Pentaho or Tableau (or similar tool).
• Exhibit proficiency with relational database management concepts in various database platforms.
• Communicate clearly both verbally and in written correspondence.
• Design, develop and implement data integration solutions.
• Design, develop and deploy business intelligence tools and solutions.
• Provide hands on development of ad hoc inquiries and reporting.
• Participate in data warehouse architecture meetings.
• Facilitate and develop data sharing programs with outside partners.
• Plan, schedule and manage DMS project work.
• Assist, backup, and support with the administration of the unit staff.
• Mentor new developers in all phases of development life cycle.
• Participate in meetings and discussions with both IT and agency staff to determine data requirements.
• Produce performance programs to monitor the performance of direct reports.
• Perform the full range of supervisory duties as applicable.

Open to NYS employees with one year of permanent competitive service as a Manager Information Technology Services 1, SG27/M2, OR in a position at the SG25 or M1 level or higher deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades or one M-grade.

Preferred Qualifications:

• Pentaho experience 1 to 2 years.
• Extract, Transform, and Load experience 5+ years.
• Business Intelligence reporting tools (such as SAP BO, Oracle OBIEE, Cognos, Hyperion, Tableau, Power BI, Tibco Spotfire, etc.) experience 5+ years.
• Data Modeling: Dimensional Modeling experience 5+ years.
• MS SQL Server experience 5+ years.

ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. Some positions may require fingerprinting. Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
