Deputy Digital Officer (Health & Human Services)

Under the direction of the Executive Deputy CIO, the Deputy Digital Officer (Health & Human Services) will provide senior technical leadership within the artificial intelligence (AI) architecture project lifecycle, making decisions regarding the selection and utilization of software tools and platforms. The position will develop and implement integration standards and strategies for AI systems, with a critical focus on health & human services, working closely with the Department of Health, other agencies, and statewide initiatives to implement new and enhance existing program capabilities to incorporate AI, improving services and creating program efficiencies.

Duties include, but are not limited to, the following:

• Develop AI software and oversee the implementation of AI solutions, models, systems, and infrastructure to drive organizational improvements and enhance technology products, with a focus on human services, in collaboration with the Department of Health and other Human Service agencies.

• Collaborate with IT security to secure AI business data, particularly human services data, and address any issues, ensuring compliance with policies relevant to health and agency programs.

• Optimize AI applications to meet the evolving needs of New York State, prioritizing human services programs managed by the Department of Health and other agencies, while aligning with efforts like EmpireAI to enhance program capabilities.

• Work with IT team members, including data scientists and leaders, to support digital transformation initiatives that improve human services delivery and create efficiencies for agency programs.

• Build AI software and hardware systems that integrate seamlessly with existing IT systems across teams, departments, or agencies, with a priority on human services systems managed by the Department of Health and other agencies.

• Develop new AI-related applications and manage programmers to support the implementation of AI-driven program capabilities that enhance human services outcomes.

• Implement machine learning (ML) models and convert them into application programming interfaces (APIs) for use in agency programs, particularly those focused on human services, to enhance service delivery and efficiency.

• Collaborate with and guide business and IT stakeholders, including representatives from the Department of Health and other agencies in choosing compatible AI technologies that meet organizational needs and prioritize human services improvements.

• Partner with security professionals to manage potential risks and implement AI technologies, applications, and infrastructure in alignment with ethical policies and human services requirements.

• Develop the use of Councils, Roundtables or other stakeholders to ensure the use of ethical AI practices and most deliver the most robust enhancements to new and existing programs to maximize services for the public.

• Implement best practices for AI testing, deployment, and maintenance to ensure robust solutions for human services and other agency programs.

• Manage relationships with AI-related service providers to support human services program implementation and enhancement.

• Troubleshoot issues with AI applications or integration challenges faced by New York State agencies, particularly those impacting human services, responding to agency representatives.

Minimum qualifications required for this vacancy:

Ten (10) years of executive-level management experience leading multi-disciplinary information technology teams, with a critical focus on collaboration and delivery of innovative technology solutions to support human services programs and enhance operational efficiencies.

• Six (6) years of specialized experience managing and implementing State programs, with a focus on designing, executing, and supporting information technology solutions to enhance human services delivery.

Additional comments:

ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. Some positions may require fingerprinting.

If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
