Deputy Counsel

Duties

The Department of Financial Services is seeking candidates for the position of Deputy Counsel in the Office of General Counsel. Duties include, but are not limited to, the following:

  • Assists General Counsel and Deputy General Counsel in handling day-to-day legal matters arising out of, or in connection with, New York Banking Law as well as federal laws;
  • Advises Banking Division on legal matters related to domestic and foreign banks, trust companies, savings banks, credit unions, money transmitters and other financial institutions regulated by DFS;
  • Represents DFS in legal proceedings;
  • Acts as a point person within OGC Banking Group on FOIL appeals;
  • Reviews and analyzes records of hearings;
  • Prepares briefs and legal papers;
  • Renders legal opinions on complex legal questions;
  • Performs complex legal research;
  • Confers and corresponds with outside agencies and outside counsel on questions of law and procedure;
  • Independently handles legal matters with minimal supervision, as appropriate;
  • Point person within OGC Banking Group independently handling legal questions raised through dedicated OGC mailbox;
  • Point person for monitoring Project Sunlight;
  • Advises other attorneys on legal questions; and
  • Other duties as assigned.

Minimum Qualifications

Preferred Qualifications:

  • Ten years of professional legal experience at a law firm, governmental agency, or in-house at a financial institution, or a combination of those;
  • Superior written and legal research skills;
  • Strong regulatory banking experience and knowledge of Banking Law and Financial Services Law;
  • Litigation or investigatory experience representing financial institutions is a plus.

Appointment Method:

This is an appointment to a position in the exempt jurisdictional class. As such, the incumbent of this position would serve at the pleasure of the appointing authority.

Please note that a change in negotiating unit may affect your salary, insurance and other benefits.

Salary: $172,787 - $213,995 (salary commensurate with experience)

Positions located within the New York City metropolitan area, as well as Suffolk, Nassau, Rockland, and Westchester Counties, are also eligible to receive an additional $4,000 annual downstate adjustment.

Appointment Status: This is an appointment to a position in the exempt jurisdictional class.

Appointment to this position is pending Governor Appointment's Office and Division of Budget approval.
