The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.
The NCIA provides a wide range of services, including:
- Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
- Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
- Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
- Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
- Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.
Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.
Assistance and Advisory Service (AAS)
The NATO Communications and Information Agency (NCI Agency) is NATO's principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.
To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categories: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.
Role Duties and Responsibilities
- Perform 2nd and 3rd level support for NATO Core GIS;
- Performs O&M of the Core GIS IT Reference and Support environments;
- Act as a technical expert and takes responsibility to monitor the enterprise incident management system, manage incident resolution, diagnose faults, determine root causes, and provide technical expertise to resolve incidents and their causes;
- Assists in the roll-out of system changes in the current Core GIS software baseline;
- Act as the technical subject matter expert to the development of future Core GIS baselines;
- Define installation and accreditation documentation for the Core GIS system;
- Assist with the Core GIS baseline User Acceptance;
- Assists the roll-out of new or upgrades of Core GIS systems;
- Assist with maintaining all Core GIS course documentation and IT in line with the latest approved Core GIS;
- Provide Core GIS system training.
Essential Skills, Experience and Certifications
- Nationally recognized/certified university qualification in a GIS, IT, Computer or Software related discipline and a minimum of 6 years post-related experience.
- Or exceptionally, the lack of a university degree may be compensated by the demonstration of a candidate's particular abilities or experience that is/are of interest to NCI Agency, that is, at least 3 years extensive and progressive expertise in duties related to the function of the post;
- Valid security clearance at minimum NATO S*CR*T level;
- Excellent knowledge of the overall Esri ArcGIS Product Suite;
- Excellent knowledge in the installation and configuration of Esri ArcGIS Enterprise, Server, Portal and other components;
- Strong experience with design, integration and implementation of Enterprise GIS solutions;
- Experience with VMWare virtual server implementation, optimization and management;
- Proficiency with Python, ArcPy, Powershell or other scripting tools;
- Expertise in IT infrastructure and platform services (such as databases, virtualization platforms, network components) to the extent as it is required for the design and operation an enterprise system;
- Professional experience with direct customer contact and the direct interaction with customers.
- Solid experience in working in a Microsoft environment with shared data access;
- Ability to independently plan and execute assigned project tasks under guidance, taking into account policies, programme goals, priorities, funding and other planning constraints;
- Ability to receive and execute tasking in accordance with direction from NCI Agency staff;
- Ability to work on its own and as part of a team;
- Strong listening and communication skills in English;
- Highly motivated, good communication skills, team player.
