Operations Manager
Service Stream are on the hunt for an experienced Operations Manager to join the team at our PenLink Frankston South office!

The Operations Manager is a senior leadership role responsible for the safe, efficient and compliant operation of the Peninsula Link freeway and associated assets. The position requires strong operational judgement, strategic awareness and the ability to lead complex functions with minimal oversight.
The role also provides senior operational support to the Contract Manager, including taking on delegated responsibilities, contributing to contract-level decision making, and ensuring continuity of leadership during periods of absence or heightened operational demand.
The role is accountable for network performance, incident response, control room operations, stakeholder management and operational contract compliance.
Key Responsibilities
1. Operations & Network Performance
- Provide senior operational oversight and escalate issues appropriately in support of the Contract Manager
- Exercise delegated authority to maintain operational continuity when required
- Zero harm to road users and workforce ensuring continuous, safe and efficient operation of lanes at all times
- Monitor KPI performance and mitigate risk of abatement
- Lead audits, reporting and continuous improvement processes
- Coordination of permits and access requests
- Knowledge of traffic management, it's implementation and monitoring
2. Incident & Emergency Management
- Act as a senior decision maker during major or complex incidents
- Ensure leadership continuity during critical events or when the Contract Manager is unavailable
- Set the standard for response to incidents, hazards and unplanned events
- Oversee incident management and emergency response
- Coordinate with emergency services and relevant authorities
- Review and update all incident and emergency management procedures in line with contractual requirements
3. Stakeholder & Community Management
- Represent the Peninsula Link in operational forums, briefings and stakeholder meetings when required
- Maintain strong, senior level relationships with key external partners
- Manage communications during major incidents
- Act as primary operational interface with:- Client- State (DTP / VIDA)- Emergency services- Local councils and community stakeholders- Key freight and transit stakeholders
4. Reporting & Performance Monitoring
- Provide senior insights and recommendations to support contract level decision making
- Contribute to strategic performance discussions and contractual governance
- Oversee monthly and ad hoc reporting
- KPI tracking and performance analysis
- Traffic data analysis (traffic volumes, collision trends)
- Update freeway operations manual
5. Team Leadership
- Provide senior insights and recommendations to support contract level decision making
- Contribute to strategic performance discussions and contractual governance
- Manage team roster
- Manage training for control room operators
- Instil culture of accurate and consistent record keeping
About You
- Minimum of 5 years experience in an operational role, preferably in a roads or transport context.
- Minimum 2 years experience in a leadership role with people management experience.
- Proven work experience in a contract delivery/maintenance environment.
- Experience dealing with multiple external and internal stakeholders and maintaining effective relationships.
- Experience dealing with emergency services in an incident/emergency environment.
- Experience of traffic management requirements
- Tertiary/Diploma Qualifications in relevant technical or operational field (Traffic Management Implementer – Motorways and Freeways 3 & Traffic Management Designer 3 – Motorways and Freeways)
- Ability to effectively manage multiple conflicting requirements, both internal and external
- Be able to respond calmly and decisively during a major incident or emergency.
- Proven ability to manage large data sets and produce concise reports to layperson audiences (use of Excel essential)
- Knowledge of Freeway Control Systems
- Working knowledge of ITS devices in the context of control rooms
- Detailed knowledge of Victorian Emergency Management processes and agencies
