We are searching for an experienced Site Service Preconstruction Manager at our Salt Lake City, UT facility.
Job Summary
The Preconstruction Manager is responsible for leading the proposal and bidding process, establishing accurate budgets, and providing risk assessment and mitigation strategies during the preconstruction phase. This role ensures the development of comprehensive proposals and cost estimates, coordinates with internal and external stakeholders, and delivers a smooth handoff to project management and installation teams. The Preconstruction Manager plays a critical role in cost control, value engineering, and ensuring competitive, high-quality project execution.

- Lead the preparation of competitive proposals and bids, including detailed cost estimates for labor, materials, and equipment.
- Review bid documents, specifications, and drawings to ensure scope accuracy.
- Coordinate subcontractor and vendor solicitations, review submitted bids, and perform scope leveling.
- Coordinate and manage all travel logistics for installers, including booking, scheduling, and expense reconciliation.
- Manage client and subcontractor prequalification processes, including completion of required documentation, safety records, financials, and insurance certificates.
- Develop proposal narratives and ensure all documentation is complete and accurate.
- Establish and manage project budgets during preconstruction.
- Provide accurate cost forecasting and support the PM team with value engineering.
- Identify and implement cost-saving opportunities without compromising project quality.
- Monitor market conditions, material pricing, and labor rates to maintain competitiveness.
- Identify and analyze risks such as site-specific challenges, logistical issues, or material lead times.
- Develop strategies to mitigate risks and provide recommendations for constructability and schedule optimization.
- Collaborate with safety and operations teams to ensure risk controls are incorporated into preconstruction planning.
- Prepare complete project documentation packages, including budgets, subcontractor agreements, schedules, and design plans.
- Ensure a seamless transition to the project management and installation teams.
- Participate in preconstruction meetings and coordinate with design, engineering, and operations teams.
- Build and maintain relationships with clients, subcontractors, and vendors.
- Work cross-functionally with engineering, operations, finance, and supply chain to align preconstruction planning with project delivery.
- Recommend and implement improvements to estimating, bidding, and preconstruction processes.

Minimum Requirements
- Bachelor's degree in Construction Management, Engineering, Architecture, or related field.
- Proven experience as a Preconstruction Manager, Estimator, or similar role in construction or installation services or equivalent combination of education and experience.
- Strong understanding of construction processes, methods, and materials.
- Exceptional skills in cost estimating, budgeting, and proposal writing.
- Proficiency with estimating and project management software (e.g., Procore, Bluebeam, PlanSwift, or equivalent).
- Excellent communication, negotiation, and analytical skills.
- Ability to read and interpret construction documents, specifications, and drawings.
- Strong attention to detail and organizational skills.
- Proactive, solution-oriented, and able to anticipate challenges.
- High level of professionalism, integrity, and accountability.
- Ability to manage multiple priorities and deadlines simultaneously.
- Strong leadership and collaboration skills with a team-first mindset.
Physical Requirements: Must be able to perform the following functions with or without accommodations:
- Ability to work in both office and construction site environments.
- Occasional lifting and carrying of materials and documents (up to 25 lbs).
- Ability to sit or stand for extended periods while reviewing plans or working at a computer.
- Ability to travel to project sites and client meetings as required.
- Visual and auditory ability sufficient to interact with clients, review technical documents, and ensure safety in field settings.
