The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of multiple divisions - the San Francisco Health Network, Population Health, Behavioral Health Services, and Administration. The San Francisco Health Network is the City's only complete system of care and has locations throughout the city, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers. The Population Health Division (PHD) provides core public health services for the City and County of San Francisco: health protection, health promotion, disease and injury prevention, and disaster preparedness and response. Behavioral Health Services operates in conjunction with SFHN and provides a range of mental health and substance use treatment services.
Under general direction, oversees the more difficult and complex aspects of the systems development cycle, including needs analysis, cost-benefit analysis, structured systems analysis and design, feasibility analysis, technology and software assessment, telecommunications needs analysis, project planning and management, system installation, implementation and testing, conversion to production status, technical and procedural documentation, user training, and post-implementation assessment and administration; may be the primary MIS resource for an organization with a complex system.
The Senior IS Business Analyst is the advanced journey level in the Business Analyst series. Positions at this level are distinguished from the journey level Business Analysts by the greater difficulty and complexity of the analytical tasks and are distinguished from the Principal by the limited supervisory responsibilities or the responsibility for smaller projects. Positions at this level require highly specialized knowledge, abilities, skills and experience and often exercise independent judgement in the performance of their duties; and possess technical or functional expertise beyond that expected at the journey level.
Work is judged primarily on overall results with great latitude in determining work methods and assignment requirements. Employees have greater authority over assignments and decisions required to complete the work than lower-level positions. May provide limited supervision to professional subordinate positions, or assume responsibility for coordinating a defined program. However, supervisory responsibilities are ancillary to the main intent and focus of the positions.
EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES
According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job code/class and are not intended to be an inclusive list.
EDUCATION AND EXPERIENCE
1. An associate degree in business administration, public administration, information systems, economics, finance, computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in one of the fields above or a closely-related field].
AND
2. Three (3) years in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management.
AND
One (1) of the three years of experience from above must include working with healthcare information (e.g. Public Health, Epidemiology, Health Insurance) technology or within a clinical systems environment.
Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in one of the fields above or a closely related field. Completion of the 1010 Information Systems Trainee Program may be substituted for the required degree.
Special Conditions: Positions with the EPIC team will require an Epic module certification. Some positions with Metrics, Analytics and Data Integration (MADI) team may require experience in Geographic Information System (GIS) performing analysis, design, development, testing, implementation, and production support for GIS applications. Special Conditions associated with other positions that may be filled with this list may include: Healthcare Information Technology Experience, PBX Programming Experience, SQL Query Experience, Applications Experience.
