Transit Operations Manager

The Regional Transportation Agency (RTA) manages and operates public transportation in Anne Arundel County, Howard County, northern Prince George's County, and the City of Laurel. RTA employs 150 administrative and operational staff out of our Annapolis Junction location. RTA operates 15 fixed-routes and paratransit service throughout the service area.

We are seeking a responsible, organized, and solutions-driven person to manage the day-to-day operational activities of our fixed-route and paratransit (demand response) services. This person must be well-versed in handling complex situations, both internally and externally, while building a culture of safety and accountability. This position ensures safe, efficient and reliable transit operations in compliance with federal, state and local regulations. The Transit Operations Manager works collaboratively with other departments to ensure safe service delivery, customer satisfaction, and operational efficiency.

Key Responsibilities, Including, But Not Limited To:

  • Demonstrate behaviors that are consistent with standards for professional and ethical conduct.
  • Supervise, direct and support transit operations staff including Operators, Dispatchers and Supervisors, including scheduling and handling overtime requests.
  • Provide a variety of public transportation information to passengers, the general public and other agencies.
  • Provide quality customer service and responds to public inquiries and requests in a courteous, respectful and timely manner.
  • Investigate accidents, incidents, disputes, and disturbances, in accordance with policy, and in conjunction with the proper authorities; writes various reports regarding all accidents, incidents, disputes, and disturbances.
  • Create and revise (as necessary) processes and procedures for day-to-day operations.
  • Mediate personnel issues, issues discipline, and handles complex employee relations issues.
  • Draft correspondence, reports, and compiles data as needed for use for the Assistant General Manager (AGM), and General Manager.
  • Monitor and evaluate service delivery to ensure adherence to schedules, safety policies, and customer service standards.
  • Implement and oversee operational policies, standard operating procedures (SOPs), and emergency response protocols in collaboration with the senior management team.
  • Coordinate with planning, maintenance, safety and customer service departments to optimize overall service performance.
  • Analyze key performance indicators (KPIs) and recommend service adjustments to improve efficiency and reliability.
  • Participate in the recruitment, training, evaluation and professional development of operations personnel.
  • Ensure adherence to the Collective Bargaining Agreement (CBA) as it pertains to operations.
  • Respond to service disruptions, incidents and customer complaints, ensuring timely resolution and follow-up.
  • Ensure compliance with Federal regulations, ADA requirements, and State/Local Transit Laws and Policies.
  • Complete other position-related duties, as assigned.

Minimum Qualifications:

  • Previous operations management experience in a transit environment.
  • High School diploma or GED equivalent.
  • 4 years direct supervisory experience in a transit setting.
  • Must be able to successfully and efficiently operate a tablet, cellphone, and personal computer.
  • Excellent computer knowledge and skills, specifically in a Windows environment; proficient in Microsoft Word, Excel, and Outlook skills are required.
  • Ability to communicate (read, speak, write, and understand) clearly in the English language.
  • Must maintain Commercial Driver's License Class B or higher, with Passenger (P) endorsement and no Airbrakes (L) restriction.
  • Must be able to acquire and maintain a Medical Examiner's Certificate (DOT Card).
  • Ability to work independently and objectively.
  • Ability to communicate effectively and work with all departments.

You will exceed our expectations if you possess:

  • Undergraduate Degree
  • Fluency in Spanish and/or French.
  • Experience in a union environment and knowledge of collective bargaining practices.

Physical Requirements & Working Conditions:

  • Must be able to move about the office and between floors; utilize standard office equipment; access filing system/cabinets; and communicate effectively and efficiently in person, by telephone and email.
  • Must be able to frequently work outside in extremely hot and/or cold weather.
  • Must be able to sit for extended periods of time. Must be able to multi-task while working proactively in a high-stress, and fast-paced environment.
  • May reach and pull overhead; may climb, bend and kneel.
  • May operate a vehicle for over 6 hours per day.
  • Must be able to use electronic hand-held device (tablet, cell phone, two way-radio).
  • May be exposed to fumes while responding to incidents on the buses.
  • Must be in a condition to meet and maintain the requirements needed to pass a DOT physical.
  • Ability to work in a 24 hour/365 day per year operation.

This position is considered essential and will be required to work in inclement weather and in emergency situations. This is not a bargaining unit position.
