Portering Services Manager

Responsible for the day to day running and management of Portering Services in Our Lady of Lourdes Hospital.

The Dublin North East Region includes the following hospitals:

  • Beaumont Hospital
  • Cavan General Hospital
  • Connolly Hospital
  • Louth County Hospital
  • Monaghan General Hospital
  • Our Lady of Lourdes Hospital
  • Rotunda Hospital

Key Responsibilities

The Post Holder will:

  • Manage day to day operation of portering services including the supervision and management of the portering services team covering such areas as House and ED Shift Porters, Radiology, Maternity, Pharmacy, Mortuary, clinics and other areas. The post holder will be required to work 5/7 days.
  • Responsibility for managing the rostering of staff across all the areas required
  • Ensure all absences are covered including planned and unplanned leave and sick leave
  • Manage attendance in line with HSE Policy
  • Responsibility for managing and planning appropriate level of resources required to run the service and ensure this managed within budget
  • Review and reconfigure services as required to meet the demands of a busy acute hospital
  • Ensure that working practices and professional standards are maintained at all times
  • Working with the Portering Supervisor to supervise and ensure the well-being of all the Portering staff
  • Create a positive working environment among staff members and conduct regular staff meetings
  • Identify and plan for training and development needs for the team and ensure that all essential training elements (e.g. manual handling, Fire and Children First) are completed and kept current and accurate training records are maintained
  • Manage the performance of staff dealing with under performance or disciplinary matters with a timely manner
  • Manage all leave to include the recording and monitoring of same and ensure all records are correct and NISRIP is kept up to date
  • Identify areas for improvement and develop action plans to ensure these are implemented
  • Develop business plans to enhance or improve service provision
  • Encourage and support staff through change process
  • Develop and contribute to policies and procedures relevant to portering services
  • Represent management at Joint Union Meetings and ensure all decisions are in line with local and national agreements
  • Ensure adherence to HSE Policies, Procedures and Guidelines with the area of responsibility including HR

Essential Criteria

(i) Have obtained a pass (Grade D) in at least five subjects from the approved list of subjects in the Department of Education Leaving Certificate Examination, including Mathematics and English or Irish1. Candidates should have obtained at least Grade C on higher level papers in three subjects in that examination.

Or

(ii) Have completed a relevant examination at a comparable standard in any equivalent examination in another jurisdiction

Or

(iii) Hold a comparable and relevant third level qualification of at least level 6 on the National Qualifications Framework maintained by Qualifications and Quality Ireland, (QQI).

Candidate to have several years of experience of working in a busy healthcare setting and a good working knowledge of portering services within a healthcare environment.

Post Specific Criteria:

  • Have previous experience of managing over 50 staff within a healthcare setting
  • Previous experience of project implementation
  • A full knowledge of the legislation and HSE guidance that underpins data held by healthcare facilities

Skills & Competencies

Demonstrate:

  • Knowledge of NISRP and Payroll procedures and rostering systems
  • A strong working knowledge of HIQA National Standards for the Prevention and Control of Healthcare Associated Infections and HIQA Safer Better Healthcare Standards
  • Excellent IT Skills including the use of Microsoft Word and Excel, Lotus Notes Email and QPluse Incident Reporting Systems
  • Strong working knowledge of HSE HR Policies relevant to the role such as Dignity at Work, Managing Attendance, Grievance and Disciplinary Procedure and GDPR
  • The ability to successfully manage a range of different projects and work activities concurrently, utilising computer technology effectively and assigning work to others as appropriate to meet strict deadlines
  • The ability to proactively identify areas for improvement and to develop practical solutions for their implementation.
  • The ability to embrace change and adapt local work practices accordingly by finding practical ways to make policies work, ensuring the team knows how to action changes.
  • The ability to use resources effectively, challenging processes to improve efficiencies where appropriate.
  • Excellent analytical, problem solving and decision making stills.
  • The ability to quickly grasp and understand complex issues and the impact on service delivery.
  • The ability to confidently explain the rationale behind decision when faced with opposition.
  • Ability to make sound decisions with a well-reasoned rationale and to stand by these.
  • Initiative in the resolution of complex issues.
  • The ability to build and maintain relationships with colleagues and other stakeholders and to achieve results through collaborative working.
  • The ability to work both independently and collaboratively within a dynamic team and multi stakeholder environment.
  • The ability to manage a team and lead by example to include coaching and supporting individuals as required.
