Senior Program Operations Manager

The Operations & Supply Chain (OSC) organization within the Short and Medium Range Ground Based Air Defense (SMGBAD) Sub-Strategic Business Unit is seeking a Senior Program Operations Manager to lead Operations Growth and Strategy activities for the Next Generation Short Range Interceptor (NGSRI) portfolio. NGSRI is a fast‑paced, critical competitive effort, and this role will lead operations strategy within a matrixed cross-functional team while navigating a dynamic and highly complex environment.

The Senior Program Operations Manager is responsible for shaping, executing, and integrating Ops strategies across areas of growth, proposal development, prototyping, and Transition to Production (TTP) programs — including preparation for Low-Rate Initial Production (LRIP). This position requires strong leadership, strategic foresight, and the ability to influence program objectives across multiple product lines and functions without direct oversight.

What You Will Do

  • Own Ops proposal, growth, and strategy development through TTP, ensuring successful capture and profitability of future NGSRI business.
  • Collaborate with Program Leadership Team, POMs and MPMs supporting the NGSRI portfolio, ensuring effective integration into execution strategies.
  • Execute Ops proposal development, including task descriptions, BOEs, IMS and standard structure development, factory strategies, manufacturing planning, and other strategic initiatives.
  • Support make/where plans, ensuring best source of supply to maintain affordability and capacity throughout the program lifecycle.
  • Act as primary Ops interface with program customers, peers, and cross-functional stakeholders, ensuring alignment, transparency, and high service standards.
  • Develop and coordinate Ops inputs for gate reviews and support approved strategies in partnership with the execution teams.
  • Provide overall leadership of the operations process development from manufacturing, test, and producibility.
  • Support capital planning, Manufacturing Readiness Level (MRL) assessments, and long‑range planning activities.
  • Demonstrate strong business acumen in managing budget, schedule, and resource plans.
  • Deliver clear verbal and visual presentations to internal stakeholders and U.S. Government customers.
  • Participate in TDP reviews and approvals using common PDM systems.
  • Drive cross‑functional collaboration to remove barriers, align teams, and achieve program objectives.
  • Develop competitive bids and proposals in partnership with supply chain, manufacturing and other cross-functional organizations.

Qualifications You Must Have

  • Typically requires: A University Degree or equivalent experience and minimum 10 years prior relevant experience, or An Advanced Degree in a related field and minimum 7 years of experience.
  • Experience leading teams in a matrixed organization.
  • Active and transferable U.S. government issued security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Qualifications We Prefer

  • Strong communication, interpersonal, and influence skills.
  • Experience developing executive level presentations and briefing business leadership.
  • Experience working with external customers and all levels of internal leadership.
  • Proven ability to lead cost‑reduction and process‑improvement initiatives.
  • Experience with Six Sigma/CORE tools and methodology.

What We Offer

  • Our values drive our actions, behaviors, and performance with a vision for a safer, more connected world. At RTX we value: Safety, Trust, Respect, Accountability, Collaboration, and Innovation.
  • Not Relocation Eligible – Relocation assistance not available.
