Raytheon Field Engineering is anticipating an opportunity for a Principal Systems Engineer. This role is suited for a motivated individual with an extended tenure mindset to serve as the sole source of support for the White House Communications Agency (WHCA). The position is located at WHCA's facility in Washington, D.C. and involves supporting the WHCA Secure Voice Network (WHSVN) C2 systems and acquisition projects. These efforts are in support of the Command and Control Switching Systems (CCSS) Program.
What You Will Do
- Take direction, tasking and priorities from the Primary or Alternate WHCA Delivery Order (DO) Task Monitors (TMs) to ensure proper focus is given to meet WHCA WHSVN C2 requirements.
- Provide engineering services on a full-time basis to directly support projects, procurements, and operations and maintenance to meet WHSVN C2 secure voice mission.
- Support each phase of the WHCA C2/Special C2 mission project life cycle from planning, design, engineering, acquisition, testing, operations and maintenance (O&M).
- Deliver comprehensive secure voice Systems Engineering (SE) services, including support, defense, configuration, and maintenance of information and systems. Ensure confidentiality, integrity, availability, authentication, non-repudiation, and seamless integration with other devices connected to the WHSVN.
- Capture configuration baselines and support the management of baseline changes to accommodate mission requirements and system architecture modifications.
- Support operational teams during system upgrades, installations, network performance analyses and provide troubleshooting expertise as needed to ensure seamless system functionality.
Qualifications You Must Have
- Typically requires a Bachelor’s in Science, Technology, Engineering, or Mathematics (STEM preferred) and a minimum of 8 years of prior engineering experience. Experience in lieu of education option.
- Active and transferable U.S. government issued TS/SCI security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
- Ability and willingness to obtain higher clearance as required.
- Experience with circuit-switched and IP telephony, in both converged and non-converged environments, across all phases of the project life cycle, including planning, design, engineering, acquisition, testing, operations and maintenance (O&M).
- Experience designing and leading the development of technical solutions incorporating both TDM and VoIP technologies, to successfully support and implement complex projects.
- Experience working with secure voice networks utilizing products integrated with technologies from leading vendors such as Cisco, HP, Microsoft, LINUX, and Juniper (CTP and EX), as well as other telecom/IT equipment, including in support of the Defense Red Switch Network (DRSN).
- Hold current industry certifications that comply with DoD 8140 directive.
Qualifications We Prefer
- Knowledge of system performance monitoring and testing, with the ability to analyze and assess equipment and performance degradation, including identifying and implementing necessary hardware, software, and technical adjustments.
- Experience with XACTA compliance management platform for the government sector to streamline and automate the Risk Management Framework (RMF) process.
- Understanding of the essentials of Ribbon SBC, Cisco voice products, VoIP solutions and Call Managers.
- Familiar with encryption devices including but not limited to KIV-7M, KG-175(x) and ECTOCRYP.
- Hold NIST Cybersecurity Framework (NCSF) Practitioner Certification, or other similar certification that demonstrates knowledge of the NIST Risk Management Framework (RMF) process, and other cybersecurity frameworks, including NIST Cybersecurity Framework (CSF), FedRAMP, and DoD RMF.

The salary range for this role is 101,000 USD - 203,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
