Procurement Operation Department Position

Rakuten Group offers more than 70 diverse services, including the online shopping mall Rakuten Ichiba, e-commerce services such as the travel booking site Rakuten Travel, financial services such as Rakuten Bank, and professional sports.

The assignment will be to the Procurement Operation Department, Rakuten Group, Inc. Procurement Operation Department is responsible for entire Rakuten group procurement operation as centralized procurement function. Global Sourcing section is one of the teams of Procurement Operation Department, which promote centralized sourcing activities like supplier selection and negotiation in conjunction with Requesting units.

We have set up "Technical Services Sourcing Category team" and "Indirect & Services Category Management team" under Global Sourcing Section to promote centralized Service Category Procurement sourcing.

The Technical Services Sourcing primarily includes, but is not limited to the following services:

• Professional Services (i.e. scope based orders for software development, telecom network architecture design, network planning services, testing and validation activities for network equipment or software etc.)
• Managed Services (includes performing of services for for on demand support, monitoring and trouble-shooting of legacy systems etc.)
• Time and Material based resource augmentation based spends
• Annual Maintenance Services for network infrastructure and other assets. Additionally, as the business domain, telecom business such as Rakuten Mobile and Rakuten Symphony are one of key focus areas.
• Indirect & Service covers general purpose goods and services that support the business operation of Rakuten Group.

Hiring Technical Services/Indirect Sourcing Staff for Centralized Procurement

Position Details

• Supplier selection of Technical Services/Indirect Category
• Negotiation of price and contract conditions with suppliers
• Optimize Tech Services/Indirect service Spend, and implement Cost Saving initiatives
• Build relationship with key suppliers
• Alignment with internal stakeholders and related departments worldwide

Around 80 people

Mandatory Qualifications

• More than 3 years experience in Purchasing or Procurement function
• Japanese Language Capability (Native or JPLT N1)

Desired Qualifications

• Experience in Technical Services Category or Indirect Category Procurement
• Experience in Contract negotiation and RFP/RFQ
• Experience in Global Procurement
• Experience in Telecom domain/industry
• Business English Capability
