POSITION SUMMARY: Under minimal supervision, the General Manager Engineering & Environmental is responsible for leading and driving cross-functional team performance toward achieving the common goal of completing a project according to the defined objectives, on time and within budget. Employees in this job class serve as the primary point of contact with the client for all site activities and are responsible for all aspects of construction, engineering, or self-perform installation projects including subcontract management, project controls, risk management, schedule, cost control and environmental regulatory compliance. This job class requires high level leadership, communication and management skills and advanced knowledge in engineering and construction

TYPICAL DUTIES:

1. Manages the structural design process from project inception through construction including directing and coordinating subcontractors in accordance with project/client procedures, scope of work, and contract specifications.

2. Coordinates structural engineering design with the client, project architects, municipal agencies, and other design team members. Forecasts workload and schedules for project team and manages communication and documentation for the project.

3. Oversees regulatory compliance of environmental regulations as required from federal, state, county, and local jurisdictions.

4. Communicates with all levels of personnel and management to facilitate information flow between team members and customers.

5. Anticipates project staffing needs, identifies, and interviews available personnel, and recommends staffing assignments in accordance with schedule requirements.

6. Manages schedules and communicates project tasks with project team members.

7. Creates and/or obtains all required documentation and obtains necessary approvals in a timely manner to ensure project schedule is maintained.

8. Facilitates and coordinates project team meetings, generates and distributes meeting minutes, key conclusions, and action items on a routine basis.

9. Implements problem solving skills and techniques to identify potential issues, assess the impact, and develops and implements mitigation and resolution plans and activities.

10. Confer with engineers, customers, and others to discuss existing or potential engineering projects and products.

11. Works with engineers and representatives of other departments in the design, evaluation, and improvement of projects.

12. Coaches the engineering project staff in applying new and creative approaches to projects and problems.

13. Assists project team members to meet departmental and corporate goals for projects.

14. Serves as liaison with customers regarding timing and project status.

15. Assess project risks and develops contingency plans as needed.

16. Supports customer engineering changes from change request through start of production.

17. Leads customer interfacing, identifies key milestones, dates and resource needs to accomplish project goals.

18. Works closely with all other departments within the company to ensure that project timing meets customer expectations.

19. Oversees project production efforts to assure projects are completed satisfactorily, on time and within budget.

20. Investigates customer complaints, determines nature and extent of problem, and recommends remedial measures.

21. Assists in developing capital project programs for new equipment and major repairs.

22. Develops budgets, estimates labor, material, and construction costs.

23. Oversees project production efforts to assure projects are completed satisfactorily, on time and within budget.

24. Conducts field surveys and study maps, graphs, diagrams, and other data to identify and correct power system problems.

25. Performs other duties and special projects as assigned.

MINIMUM QUALIFICATIONS:

• Ten or more years of related work experience; including at least five years in a project management role;• Proactive with a high level of attention to detail;• Ability to estimate cost of labor and materials for projects; to create comprehensive drawings and write corresponding specifications; and to manage construction projects;• High level of computer expertise including word processing, spreadsheet, AutoCAD, project, Internet, and presentation software applications;• Staff management skills to hire qualified employees, provide for their professional development, administer performance management and disciplinary processes effectively, and address employee relations appropriately;• Ability to communicate effectively both orally and in writing; to make presentations and respond to inquiries by top management, public groups, and/or others;• Ability to establish priorities and solve a wide range of operational and strategic management problems;• Flexibility to respond to changing work priorities and handle numerous projects at the same time;• Knowledge of principles and processes for providing customer and personal services to include customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction;• Knowledge of arithmetic, algebra, geometry, calculus, statistics and their applications;• Knowledge of the practical application of engineering science and technology. This includes applying principles, techniques, procedures, and equipment to the design and production of various goods and services;• Knowledge of federal contracting requirements preferred.

EDUCATION REQUIREMENTS:

Bachelors Mechanical Engineering or related field

Masters Mechanical Engineering or related field

A Bachelors Degree is required for this position; a Masters Degree is preferred.

CERTIFICATES REQUIRED:

The following licenses or certificates may be required depending on local, state and/or contract requirements:

Fed Security Clearance

Professional Engineer

Valid Driver's License

PHYSICAL REQUIREMENTS:

Employees must have the ability to perform the following physical demands for extended periods of time with or without assistance. • Answering phone/making calls• Maneuvering in and around the worksite• May require sitting, standing, walking, walking on uneven surfaces• Viewing computer screen• Utilizing keyboard• Bending, kneeling, reaching, and stopping

WORK ENVIRONMENT:

Work is performed primarily in an office environment with limited privacy and exposure to noise from others conducting business. The remainder of work is performed on job sites in the field, driving to and from worksite. Employees may be exposed to hazardous equipment, toxic substances, noise from equipment, and depending on external weather conditions, wind, rain, cold, and heat. Employees may be required to work in excess of 8 hours in a day and/or 40 hours per week.
