Compliance Section Manager

Pinellas County Safety & Emergency Services Financial Service Division is responsible for executing the financial aspect of the Ambulance Program. Financial Services oversees the revenue cycle of one of the largest ambulance providers in the country as Pinellas County is the exclusive ambulance provider for the County. Our vision is to be nationally recognized as the industry leader in ambulance billing.

We are currently seeking a Compliance Section Manager to perform compliance oversight of ambulance billing functions to ensure alignment with the Health Insurance Portability and Accountability Act (HIPAA), Centers for Medicare and Medicaid Services (CMS) regulations, the Florida Agency for Health Care Administration (AHCA) guidance, and all applicable State and Federal healthcare regulations and guidance.

This Project Coordinator – Project Management (Financial Services Compliance Section Manager) position is located at: 12490 Ulmerton Road, Largo, FL 33774. Work Scheduled: Monday - Friday, 8 a.m. – 5:00 p.m. Potential 2 days per week remote after training. All positions working in the Safety & Emergency Services Department are subject to: A fingerprint-based criminal history records check to achieve a Federal and State clearance.

What Will You Do?

  • Monitoring of state and federal legislation that will impact Financial Services operations.
  • Participate in the American Ambulance Association (AAA) and the Florida Ambulance Association (FAA) to collaborate on the development of best business practices and the resolutions of industry challenges.
  • The ongoing development and presentation of training curriculum and tools for Financial Services Staff.
  • Development and maintenance of electronic documentation of policies, processes and procedures.
  • Serve as the liaison with the Division's contracted legal consultant.
  • Serve as the lead for internal and external audit requests.
  • Management and oversight of Compliance Section staff and functions.
  • This position works across Safety and Emergency Services' sectional and divisional lines in the performance of these duties. Work is performed with considerable independent judgment and initiative.
  • The position reports to the division director or designee.

What Do You Need?

Experience: Technical and professional level experience in working in an industry highly regulated by state and/or federal law (that includes 2-3 years of supervision or management of staff and/or projects).

Degree: Project management, business, finance, public administration, planning, information technology, training or a related field.

  • 8 years of experience as described above; or
  • An Associate degree as described above and 6 years of experience as described above; or
  • Bachelor's degree as described above and 4 years of experience as described above; or
  • Master's degree with course work as described above and 2 years of experience as described above.
  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.

Knowledge, Skills and Abilities

  • Knowledge of public administration principles and practices.
  • Knowledge of methods and techniques of managing staff and/or complex projects.
  • Knowledge of course development and skill in designing training programs to meet needs of division employees or other target audiences.
  • Knowledge of the principles of government or general accounting and record keeping procedures pertinent to the area of assignment.
  • Knowledge of interpretation and practical application of Federal and State regulations.
  • Knowledge of HIPAA's privacy and security requirements as they pertain to protected health care information.
  • Knowledge of medical terminology, grammar, spelling, math, and bookkeeping methods.
  • Skill in identifying, analyzing, and isolating problems, and problem resolution.
  • Skill in interpersonal skills, communications, team building, facilitation, networking, and negotiations.
  • Skill in communicating effectively and concisely, orally and in writing; Ability to coordinate, lead, and supervise work completed or performed by others.
  • Ability to apply computer applications and software.
  • Ability to apply and instruct on computer applications and software.
  • Ability to operate a personal computer and other automated systems to enter and retrieve information, monitor work performed, and to communicate information in reports, etc.
  • Ability to evaluate the effectiveness of the implementation of new or revised processes, procedures and policies.
  • Ability to plan, organize and coordinate the work of others.
  • Ability to develop visual aids and other instructional materials to meet specific presentation or training needs.
  • Ability to communicate clearly and concisely, orally and in writing.
  • Ability to analyze and solve administrative problems and to render advice and assistance.
