International PAHO consultancy to support projects funded by Canada's Foreign Affairs (DFATD). Incorporating a gender equality approach in all projects is a priority for the Government of Canada and PAHO. The Equity, Gender, Human Rights, and Cultural Diversity Unit (EG) of the Department of Social and Environmental Determinants of Health (DHE) has the institutional mandate to mainstream gender, equity, human rights, and cultural diversity into the development, implementation, and monitoring of health policies, plans, programs, and projects at the three levels of the Organization.
The objective of the consultancy is to provide technical support in the integration of gender and intersectionality perspectives in projects and other departmental activities.
- Support the planning, implementation, and monitoring of activities of the project "Improvement of Health and Well-being of LGBT+ Populations."
- Support capacity building of priority countries to conduct gender and intersectionality analysis.
- Support the development of a roadmap to guide the implementation of PAHO's gender equality policy within the new strategic plan.
- Collaborate in the development of communication products with gender and intersectionality approaches.
- Support the preparation of progress reports, presentations, and technical documents.
Product 1: 21 October 2025 - $4,700 Contributions to the implementation plan of the LGBT+ program.
Product 2: 18 November 2025 - $7,119 Guide for incorporating gender and intersectionality considerations in preparedness and response to health emergencies and disasters.
Product 3: 29 December 2025 - $7,000 Concept note for the roadmap to implement PAHO's gender equality policy.
Total: $18,819.00
Education: University degree in a health-related field or relevant social sciences from a recognized institution, and postgraduate studies in one or more of the following areas: Pharmacy, Public Health, Social Work, Public Policy, or Gender Studies.
Experience: At least 9 years of accumulated experience in public health programs and policies. At least 9 years of experience in capacity development (training, development of guidelines or training materials, etc.). At least 9 years of experience working with international organizations. Experience in gender analysis, participatory community assessments, and intersectional approaches in health. Technical knowledge in health equity, gender equality, policy analysis, and quantitative statistical methods. Knowledge and demonstrated experience in countries of the Americas.
Languages: Proficiency in Spanish and English. Knowledge of French and/or Portuguese is an asset.
Skills: Excellent management and organizational skills. Flexible, motivated, results- and detail-oriented person with problem-solving, prioritization, and multitasking skills with minimal supervision. Demonstrated ability to work in large teams, intercultural environments, and coordinate complex projects. Strong communication and interpersonal skills, including the ability to present arguments and negotiate with government officials. Interpersonal and coordination skills to work with interdisciplinary colleagues, multiple stakeholders, and professionals from diverse cultural and professional backgrounds.
