The Manager, Base Operations, will manage, coordinate, and monitor overall base operations. Reporting to the Director, Base Operations, the primary focus of this role will be to lead and facilitate operational excellence, including providing day-to-day support and leadership to staff, and implementing policies and procedures guided by Ornge's vision, mission and values. The Manager, Base Operations will work closely with the Ornge leadership team and the Operations Control Centre (OCC) to consistently monitor and ensure base readiness and response times, as well as to proactively identify issues and provide recommendations for resolution. The Manager, Base Operations will be the face of Ornge in the community. Building sustainable relationships with internal and external stakeholders is a key expectation.

Responsibilities:

  • Providing day-to-day support to staff at the Kenora Base; including fostering a safe work environment, teamwork, collaboration and professionalism, and excellence in customer service;
  • Promoting a positive, engaged work environment by modeling professional behavior;
  • Effectively managing change and providing leadership skills using current best practices;
  • Directing and managing staff at the base level; including monitoring absenteeism, approving expenses, and participating in shift scheduling, as well as leading the investigation and resolution of incidents and complaints;
  • Providing non-technical direction and operational leadership to all staff at base level. Referring issues of a technical nature to their respective technical leadership team (e.g. Aviation/Paramedic Operations) and subject matter experts as required;
  • Ensuring the effective & appropriate utilization of resources at base level, working within budgeted guidelines;
  • Minimizing operational risk factors through sound risk management practices and strategies;
  • Collaborating with leadership team to ensure compliance with legislative standards, and that Ornge policies and procedures are met, in adherence to Ornge's vision, mission and values;
  • Participating in the ongoing development of written operational policies, procedures and practices aligning with the strategic directions as outlined by Ornge;
  • Working closely with the Director, Base Management to plan, implement and evaluate operational plans in accordance with Operations and individual milestones;
  • Leading and participating in regular base briefings and meetings, and Ornge working groups and committees as required;
  • Working in partnership with the Facilities Department to identify, develop and implement facility related improvements and repairs;
  • Representing Ornge as the primary contact at the base with all departments and with partners in other ministries, hospitals and community stakeholders; and
  • Initiating opportunities to develop partnerships between key internal and external partners for the purpose of enhancing patient care.

Qualifications:

  • College diploma in healthcare, aviation, business administration, logistics, or a related field required, University degree preferred;
  • 7–9 years of progressive experience, including 3+ years in a leadership or management role;
  • 2 years' experience managing operational projects; education in project management methodologies is an asset;
  • Prior experience managing base operations in related fields, including but not limited to emergency service management, aviation, military, air transport, dispatch coordination center's or healthcare management;
  • Experience with creation and administration of budgets;
  • Excellent mediation and facilitation skills;
  • Ability to lead meetings, deliver presentations, prepare correspondence, write reports;
  • Must be available on a rotational call basis after business hours and on weekdays and holidays;
  • Must be a systems thinker and understands how Ornge's services support the continuum of health care in the province;
  • Will be required to establish proficiency while working in a complex operation which is both federally regulated and provincially mandated;
  • Must be a natural relationship builder and has exceptional interpersonal skills to build rapport easily with a diversity of stakeholders;
  • Balances a sense of urgency and accountability with good judgment and the problem-solving, crisis management, and decision-making skills required to operate efficiently and effectively in a 24/7, fast-paced, front-line operating environment;
  • Must be a strong team player who works collaboratively with others to identify and solve issues;
  • Has proven ability to interact and conduct business effectively with senior staff and stakeholders from both the public and private sectors;
  • Ability to successfully complete the Controlled Goods Security Assessment Application for Night Vision Goggle (NVG) purposes;
  • Required: A satisfactory criminal record search
