Public Works Financial Services Manager

Public Works Administration is looking to hire a Financial Services Manager. Application deadline: August 25, 2025. Accepting online applications only.

Your mission as the financial manager for Public Works will be to provide expert guidance to the Public Works leadership team in financial matters, including budget development and monitoring, strategic financial planning, financial management and rate model development and analysis. Additionally, you will manage the PW Utility Administration team, which includes learning the practices and regulations governing the stormwater and wastewater charges billed to Eugene citizens. You will have an opportunity to build strong partnerships and learn a variety of public works infrastructure programs as you provide technical expertise to leaders across the department, as well as external partners.

The ideal candidate will have a proven track record in conducting financial analyses that lead to sound recommendations, demonstrated strong emotional intelligence and relationship-building capabilities, strong analytical skills in developing financial forecasts and in evaluating utility administration and billing processes, a commitment to promoting a respectful and healthy workplace, the ability to clearly present proposals and recommendations to Public Works leaders, and a desire to train and mentor financial professionals wishing to advance their career within PW and the City.

A typical week as a Public Works Financial Manager could involve providing professional guidance, working with your Utility Administration team to develop a plan on how to conduct an audit of certain types of customer accounts for accuracy, partnering with PWA finance team on completing a variety of budget monitoring analyses, providing assistance to the City's Finance team on implementing a financial process change that impacts Public Works, attending team meetings, working independently on projects, and growing your career with the City through 1:1 development time.

Qualifications include five years of increasingly responsible professional accounting/finance experience, including at least one year of supervisory or team leader experience; experience in government finance is desirable. Training equivalent to a Bachelor's degree from an accredited college or university with major course work in finance, accounting, business administration or a closely related field. An MBA degree or CPA certification is desirable. Additional professional experience may be substituted for the educational requirement on a year-for-year basis.
