Human Services Program Consultant

The Office of Child Support establishes policies and guidelines for the child support program based on federal and state laws. Ohio's child support program provides services to help ensure that children receive the financial and medical support they are legally entitled to and deserve. This position is responsible for performing compliance oversight, research, validation, and review of title IV-D program requirements as executed by federal, state, local, and vendor employees. This position also requires the delivery of human services that includes explaining & applying child support laws, policies & procedures mandated by Ohio Department of Job & Family Services and knowledge of Ohio's Support Enforcement Tracking System (SETS).

Day-to-day you will:

  • Conduct case reviews in accordance with established child support laws, rules, and policies.
  • Participate in workgroups or meetings as Subject Matter Experts (SMEs).
  • Collaborate with OCS Training Development or act as a SME in statewide training as assigned.
  • Create and/or update Compliance training as assigned.
  • Conduct federal tax information (FTI) safeguarding visits with all 88 counties, specific state agencies and applicable vendors.
  • Monitor shared resource mailboxes; respond to county, state and vendor employee inquiries and requests.
  • Monitor assigned program Teams sites for county and state inquires.
  • Work with program partners, counties and vendors to facilitate resolutions to corrective actions.
  • Facilitate applicable system enhancements to the Self-Assessment system.
  • Update the Self-Assessment system review questions and mapping in accordance with rule requirements and/or statute changes.
  • Facilitate applicable enhancements to the Reduction of Permanently Assigned Arrears tracking system and process in accordance with rule requirements and/or statute changes.
  • Review and approve state ROPAA requests that exceed the statewide maximum.
  • Assist with master planning and project planning activities.
  • Analyze data, and prepare meaningful reports for counties and management.
  • Collaborate with a team.
  • Work independently.

Necessary Skills: Good customer service and interpersonal skills. Must be solution oriented with forward focus thinking to solve problems that are not always clearly defined. Can research and evaluate information to determine compliance with standards and rules. Willingness to learn. Excellent verbal and written communication skills. Attention to detail. Make reasonable inferences from limited information. Superior organizational skills. Proficiency with Microsoft 365 applications. Experience in creating trainings (e.g. usage of PowerPoint), facilitating Team meetings and webinars. Ability to multi-task. Experience with both team collaboration and working independently. Analyze data to craft and tailor reports for different audiences.

Challenges: You will work under tight deadlines, deal with complex matters, and must be readily available for county child support agencies.

Schedule: Full-time

Hours: Standard workdays are Monday through Friday. Hours are between 7:00 a.m. and 6:00 p.m.

Travel: You will travel outside of your headquarters approximately 25 to 30 percent of the time as needed.

The ideal candidate, at minimum, must have the following: Completion of undergraduate core program in social or behavioral science, pre-medicine or public or business administration or accounting; 18 mos. exp. in delivery of human services or medical assistance in governmental, community or private human support services agency or medical provider or review of such services for cost containment/budget planning; 6 mos. exp. in supervisory principles/techniques. Or Completion of graduate core program in social or behavioral science, medicine-related field or public or business administration or accounting; 12 mos. exp. in delivery of human services or medical assistance in governmental, community or private human support services agency or medical provider or review of such services for cost containment/budget planning; 6 mos. exp. in supervisory principles/techniques. Equivalent of minimum class qualifications for employment noted above.

This position is in the State of Ohio's SEIU/1199 Pay Schedule, Pay Range 12. Unless required by legislation or union contract, starting salary will be the minimum salary of that pay range (step 1, currently $31.74 per hour). These ranges provide a standardized pathway for pay increases. With continued employment, new hires move to the next step in the range after 6 months and annually thereafter. Cost of Living Adjustments increase wages in these ranges each fiscal year. The current step progression wages are in the table below.
