Human Services Developer 2

The Department of Children and Youth (DCY) is seeking a highly organized, team-oriented professional to join its Bureau of Professional Development, supporting the Children Services Training and Development Team. This role plays a vital part in designing, developing, and delivering training programs that strengthen child welfare practice across Ohio.

Key responsibilities include:

  • Develop and deliver training for child protective services caseworkers, supervisors, and administrators.
  • Provide consultation and practice/process support to DCY staff, Public Children Services Agencies (PCSAs), County Departments of Job and Family Services (CDJFS), IV-E Courts, and community partners.
  • Ensure compliance with federal and state regulations, including CFSR, MEPA, and CPOE performance standards.
  • Assist agencies in developing strategies to improve outcomes in child safety, permanency, and well-being.
  • Utilize tools such as OhioSACWIS, OCAF, TeamOhio, Articulate, LMS, and Microsoft Office to support training and evaluation.
  • Coordinate statewide training needs assessments and support LMS operations.
  • Review vendor-created training content to ensure alignment with DCY policies, procedures, and best practices.
  • Contribute to policy development and program improvement through research, analysis, and collaboration.
  • Respond to inquiries from legislators, providers, and the public; ensure consistent application of program policies.
  • Participate in program evaluation, curriculum development, and internal training initiatives.

Qualifications:

  • Strong knowledge of child welfare systems and professional development strategies.
  • Intermediate proficiency in relevant software and learning platforms.
  • Excellent communication, analytical, and organizational skills.

Pay information:

Unless required by legislation or union contract, starting salary will be step 1 of the salary range associated with this position. New hires advance to the next step in the range after 6 months and annually thereafter. Based on collective bargaining and legislative activity, there may be cost of living increases awarded annually. Additional longevity supplements begin after 5 years. The current wage progression for this position is in the table below.

Applicant with a failing score in the same position may not re-take the same selection device for a 6-month period. Travel required, as needed. Must provide own transportation or in order to operate a state vehicle, you must have a valid driver's license.
