Human Services Administrator 1

DCY is seeking a strategic leader to oversee monitoring, program integrity, and quality control (QC) across child-serving programs. This role supervises staff, manages audits and reviews, and ensures compliance with federal and state regulations.

Key Responsibilities:

  • Supervise lower-level supervisors managing monitoring, QC reviews, and program eligibility practices.
  • Oversee consulting and monitoring services, including desk and field reviews.
  • Review documentation from grantees and subrecipients for compliance with agency standards.
  • Adjust monitoring procedures to address complex or unexpected review scenarios.
  • Interpret federal and state regulations related to cost auditing and fiscal requirements.
  • Coordinate agency responses to audits and monitoring findings; liaise with the Auditor of State.
  • Resolve administrative and operational issues with auditees and provider agencies.
  • Represent the agency at meetings, conferences, and hearings.
  • Serve as liaison with federal/state auditors and provider associations.
  • Handle sensitive inquiries from government officials, agencies, and the public.

Staff Supervision:

  • Assign work, set goals, and evaluate staff performance.
  • Provide feedback, approve leave, and recommend disciplinary actions.
  • Conduct staff meetings and training sessions on monitoring procedures.

Additional Duties:

  • Review office responses to complaints and monitoring inquiries.
  • Oversee development of forms, training materials, and procedural updates.
  • Prepare reports, maintain records, and participate in agency meetings and trainings.

Pay Information:

Unless required by legislation or union contract, starting salary will be step 1 of the salary range associated with this position. New hires advance to the next step in the range after 6 months and annually thereafter. Based on collective bargaining and legislative activity, there may be cost of living increases awarded annually. Additional longevity supplements begin after 5 years. The current wage progression for this position is in the table below.

Qualifications:

72 mos. exp. in researching, developing or implementing policies related to human services, social services, health services, public policy or comparable field; 12 mos. exp. in managing delivery of human services program in a governmental, community or private human support services agency; 12 mos. exp. in supervisory &/or managerial principles & techniques.

-Or completion of undergraduate core program in social or behavioral science; 48 mos. exp. in researching, developing or implementing policies related to human services, social services, health services, public policy or comparable field; 12 mos. exp. in managing delivery of human services program in a governmental, community or private human support services agency; 12 mos. exp. in supervisory &/or managerial principles & techniques.

-Or completion of graduate core program in social or behavioral science; 36 mos. exp. in researching, developing, or implementing policies related to human services, social services, health services, public policy or comparable field; 12 mos. exp. in managing delivery of human services program in a governmental, community or private human support services agency; 12 mos. exp. in supervisory &/or managerial principles & techniques.

-Or 12 mos. exp. as Human Services Manager, 69456.

-Or equivalent of Minimum Class Qualifications For Employment noted above.

Job Skills: Human Services

Preferred Qualifications: 4 yrs. exp. in auditing or accounting which must have included 2 yrs. auditing exp. in accordance with auditing standards or in accordance with prescribed management policies &/or procedures as specified on agency position description.

Selection devices such as a structured interview, proficiency instrument, and/or assessment may be required for this position. Applicants must demonstrate proficiency with a passing score of applicable selection device to be considered for this position. Regardless of a passing or failing score, all results will be maintained for 6 months. Applicant with a passing score will be retained and utilized for a 6-month period. Applicant with a failing score in the same position may not re-take the same selection device for a 6-month period.

Travel required, as needed. Must provide own transportation or in order to operate a state vehicle, you must have a valid driver's license.
