Maintain employee benefits programs, including enrollments and terminations. Oversee Worker's Compensation records and claims. Provide support and counsel to managers, supervisors, and employees in areas related to employee insurance benefits and Worker's Compensation. Oversee Drug Free Work Place policy & training. Arrange for agency drug and Tb testing. Conduct driving record, fingerprinting and background checks. Conduct agency orientations. Prepare and submit state new hire reports. Coordinate agency Safety Committee. Maintain agency vehicle records. Provide coverage for Receptionist as needed. Function in a capacity that is supportive of all agency programs
1. Consistently maintain favorable and effective relations with all employees and departments.
2. Maintain full knowledge of all agency benefit programs and their applications.
3. Answer routine inquiries from inside and outside the agency on employee insurance benefits and claims.
4. Process all employee insurance enrollments, terminations, and COBRA continuations.
5. Work with insurance company representatives as necessary.
6. Review monthly insurance benefit invoices to insure accuracy.
7. Oversee Worker's Compensation records and claims; work with the Ohio Bureau of Worker's Compensation and OHCAC's Worker's Compensation managed care organization and third-party administrator in sharing of information as necessary.
8. Develop and maintain knowledge and understanding of a variety of areas, including, but not limited to employee relations, benefits administration, Worker's Compensation administration, employee safety, and Drug Free Workplace.
9. Maintain knowledge of government regulations impacting employee insurance benefits management, including ADA, FMLA, FLSA, OSHA, COBRA, and DFWP.
10. Maintain the agency vehicle inventory and vehicle titles.
11. Insure vehicle registrations and licenses are current.
12. Coordinate agency Safety Committee; serve as Safety Officer.
13. Arrange for agency drug & Tb testing – both new hires & existing staff.
14. Conduct driving record checks for potential employees.
15. Conduct fingerprinting and background checks for new hires, existing staff, and volunteers when needed.
16. Assist immediate supervisor in maintaining the smooth flow of clerical matters in the Agency, as requested.
17. Assist in the preparation of information requested or required for compliance.
18. Assist in the preparation of reports requiring human resource information, including, but not limited to: Civil Rights Commission EEO reports, agency salary surveys, and position classification surveys.
19. Provide coverage for Administrative office Receptionist as needed: cover reception desk while Receptionist is out to lunch or away from the desk; receive incoming calls overflowing the switchboard; other coverage as necessary.

7. Availability to work in excess of 37.5 hours per week in order to fulfill position requirements.
8. Drug and alcohol testing to be conducted as required by OHCAC and funding source.
9. State and federal criminal checks to be conducted as required by funding source and OHCAC.
The Assistant Office HR/Benefits Manager is accountable for the above essential functions to the OHCAC Deputy Director/Energy Coordinator.
1. High school diploma or GED.
2. Two years of office experience as a clerical worker.
3. Three years of experience working with Microsoft Office preferred.
4. Previous experience working with insurance benefits or programs.
5. Must respect and maintain absolute confidentiality and be able to work without constant supervision.
6. Ability to adapt to changing trends.
7. Must be bondable.
8. Fluent knowledge of the English language - both verbal and written. Excellent communication and technical skills to perform duties to the fullest.
9. Ability to add, subtract, multiply and divide in all units of measure using whole numbers, common fractions and decimals.
10. Ability to compute rates, ratios, and/or percentages.
11. Ability to define problems, collect data, establish facts and draw valid conclusions.
12. Physical Demands: While performing the duties of this job, the employee is regularly required to stand; walk; sit; use hands to finger, handle or feel; reach with hands and arms; talk; hear; and smell. The employee is frequently required to stoop, kneel, crouch or crawl. The employee is occasionally required to climb or to balance. The employee must frequently lift and/or move up to 25 pounds and occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision and ability to adjust focus.

15. Must have a valid Ohio Operator License and carry up-to-date vehicle insurance to be permitted to drive on agency premises or while conducting agency business.
16. Must have ready access to a drivable vehicle.
