Senior Executive Director Of Housing & Support Services

The mission of the Department of Veterans' Services is to connect, mobilize, and empower New York City's Veteran Community in order to foster purpose-driven lives for New York City Service Members – past and present – in addition to their caregivers, survivors, and families. DVS fulfills this mission by providing New York City's approximately 200,000 Veterans with essential services and programs focused on pivotal areas such as economic empowerment, housing security, benefits, health and wellness, and culture.

The Housing Unit is responsible for transitioning veterans experiencing homelessness into supportive and permanent housing. The Senior Executive Director of Housing & Support Services manages and oversees a team of staff members who provide a range of housing-related services. These include, but are not limited to, affordable housing, after-care, eviction-prevention, rental subsidies, homelessness support and other housing services. Housing assistance is provided to veterans within the five boroughs.

Reporting to the Deputy Commissioner, the Senior Executive Director of Housing & Support Services will be responsible for the following:

  • Manage an ongoing caseload of homeless veteran clients.
  • Providing intake on clients and updating their information as new details emerge.
  • Presenting housing needs to DVS housing staff and external partners for assistance in finding appropriate housing.
  • Working with clients through each step of the housing process including coordinating and attending interviews; acquiring and submitting the necessary applications, supporting financial documentation and forms; navigating the various rental subsidy and inspection processes; and coordinating with the landlords and shelters to ensure smooth moves.
  • Working with interagency partners and providers to initiate contact with new clients and work as a team to bring each veteran through the housing process.
  • Providing aftercare and support to Veterans housed for up to 22 months after placement.
  • Offer cross-team support for client walk-ins and phone calls, logistical assistance for client move-in's and care.
  • Assist the HSS unit in complying with office systems, procedures, and reporting requirements.

Minimum Qualifications:

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health. To be appointed to Assignment Level II and above, candidates must have: 1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or 2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or 3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above. NOTE: Probationary Period Appointments to this position are subject to a minimum probationary period of one year.

Preferred Skills:

  • Selected candidate must be willing to work a flexible schedule including evenings and weekends and travel extensively throughout the 5 boroughs of NYC.
  • Operational knowledge of New York City government or willingness to learn.
  • Proven commitment to values-based culture and a collaborative work environment.
  • Ability to work comfortably with diverse populations, with sensitivity to issues concerning Veterans, health, homelessness, gender or sexual identity, and mental well- being.
  • Superb written and verbal communication skills.
  • Proficient computer skills with software including MS Word, Excel, Power Point, Outlook, and database data-entry.
  • Have case management and/or project management experience.
  • Valid driver's license strongly preferred.
  • Prior service in the United States Armed Forces and/or experience working with veteran community a bonus.
  • Experience in or extensive knowledge of low-income housing and/or public benefits in New York City.

Residency Requirement:

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
