NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service. DOF's Finance Information Technology (FIT) Division designs, builds, and supports all facets of DOF's computer systems, including hardware, software, applications, infrastructure, telephone, and data security. FIT delivers and administers tax-related payment programs for the City of New York by providing the information technology solutions needed to achieve its mission of collecting revenue while ensuring an efficient and improved customer experience. FIT is also responsible for the systems and websites which enable citywide payments, land records, property assessment, parking adjudications, customer service, and the Sheriff's public safety work.
The Property Tax Systems Unit is responsible for the performance and reliability of the largest tax revenue stream in the city, collecting approximately $47 billion. FIT is seeking a seasoned, highly articulate technology leader to serve as the Senior Director of Property Tax System (PTS) Development and Support, responsible for driving the design, configuration, coding, and implementation of complex, secure enterprise solutions that underpin one of the City's most critical revenue systems. This executive will set and enforce technical standards, mentor development and support teams, and ensure the delivery of high quality, scalable software that meets the needs of both the agency and the public. Reporting directly to the Chief Technology Officer, the Senior Director will work in close partnership with the Solutions Delivery Office to bridge business strategy and technical execution. The role requires deep expertise in system architecture, CI/CD engineering, and enterprise-grade software delivery, along with the ability to manage vendors, guide cross-functional teams, and oversee mission-critical project deliverables. The successful candidate will bring extensive hands-on experience across all phases of the Software Development Lifecycle (SDLC) and a proven track record leading teams that deliver COTS, low-code, and custom-built solutions at scale. This is a high-impact leadership opportunity as the City's property tax system generates more than $38 billion annually to fund essential municipal services. The Senior Director will play a pivotal role in modernizing and safeguarding the technology that supports this revenue stream, applying their technical expertise and leadership to serve New Yorkers and strengthen the City's financial foundation.

Minimum Qualifications
1. A master's degree in computer science from an accredited college or university and three (3) years of progressively more responsible, full-time, satisfactory experience in Information Technology (IT) including applications development, systems development, data communications and networking, database administration, data processing and user services. At least eighteen (18) months of this experience must have been in an administrative, managerial or executive capacity in the areas of applications development, systems development, data communications and networking, database administration, data processing or in the supervision of staff performing these duties; or 2. A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or 3. A four-year high school diploma or its educational equivalent, and six (6) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or 4. A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three (3) years of experience as described in "1" above, including the eighteen (18) months of administrative, managerial, executive or supervisory experience as described in "1" above. In the absence of a baccalaureate degree, undergraduate credits may be substituted for a maximum of two (2) years of the required experience in IT on the basis of 30 semester credits for six (6) months of the required experience. Graduate credits in computer science may be substituted for a maximum of one (1) year of the required experience in IT on the basis of 30 graduate semester credits in computer science for one (1) year of the required IT experience. However, undergraduate and/or graduate credits may not be substituted for the eighteen (18) months of experience in an administrative, managerial, executive, or supervisory capacity as described in "1" above.
Preferred Skills
More than 15 years of progressive experience in application development and enterprise systems engineering, including at least 7 years directly managing technical teams and vendor resources responsible for software development, configuration, integration, and ongoing support. Extensive hands on and leadership experience across frontend and backend development, networking, database design, and user support for complex tax, revenue, or financial systems. Demonstrated expertise in configuration management, data and information management, network security, enterprise architecture, infrastructure design, systems integration, and full systems life cycle management. Strong ability to translate complex business requirements into multiple technical solution options, clearly articulating tradeoffs and guiding stakeholders toward consensus on the optimal approach. Deep technical proficiency in .NET, C#, SQL, and modern development frameworks such as Angular and Spring, with strong working knowledge of cloud platforms particularly AWS and CI/CD pipelines. Advanced understanding of SDLC methodologies, including Agile, iterative delivery, and DevSecOps practices. Track record of successfully leading multiple complexes, multi stakeholder projects and delivering secure, scalable, and maintainable enterprise solutions. Strong knowledge of relational and NoSQL database design, Object-Oriented Design Patterns, event streaming architectures, and modern integration methodologies. Exceptional interpersonal skills with the ability to build and maintain productive relationships across all levels of the organization, including peers, business partners, leadership, and external vendors. Demonstrated ability to resolve technical challenges, make sound decisions under pressure, and maintain delivery momentum in complex environments. Proven success mentoring, coaching, and developing technical teams, with strong communication, collaboration, and leadership capabilities. Prior experience configuring or developing Tyler Technologies iasWorld Enterprise Assessment & Tax is a significant plus. Strong working knowledge of RESTful API design, including HTTP methods, authentication patterns, headers, and JSON based payload structures. Experience designing, building, and deploying containerized applications using Docker and Kubernetes (EKS preferred), and implementing scalable AWS based infrastructure supporting both public facing government services and secure internal platforms. Experience leveraging AI powered development tools including intelligent code assistants, automated testing frameworks, and AI driven code review to improve engineering productivity, code quality, and delivery speed.
