Telecommunications Manager

The successful candidate will report to the Infrastructure Management division. Responsibilities will include:
- Oversee the architecture, design, deployment and operations of data center infrastructure workload dependencies. Additionally, standardizing and modernizing the provisioning of hosted data center services with fault tolerant, highly available and resilient stacks;
- Ensure that people, process, technology are homogenized into a well the orchestrated integrated, streamlined service delivery with automation & expanded self-service;
- Oversee Enterprise Systems & Platform Engineering, Enterprise Windows Operations, Infrastructure Build Coordinators, and desktop, portable and Mac systems;
- Direct the strategic planning, policy formulation and implementation of the City's enterprise systems, provide executive management for the development of major programs that seek to coordinate the effective use of technology, administer the technical design and operational activities of the division as well as instituting policies concerning services, methods, standards, and scope for providing the services;
- Represent the agency at high-level meetings with citywide partners and other entities;
- Ensure that OTI's technology products and services meet business requirements; and
- Manage special projects and initiatives as assigned.
Hours/shift: Day - Due to the necessary technical and management duties of this position in a 24/7 operation, candidate may be required to be on call and to work various shifts such as weekends and/or nights/evenings.

Minimum qualifications:
- A baccalaureate degree from an accredited college including or supplemented by 24 credits in the field of voice and/or data telecommunications or in a pertinent scientific, technical, electronic or related area, and four years of satisfactory fulltime experience in the performance of analytical, planning, operational, technical, or administrative duties in a voice and/or data telecommunications or closely related electronics planning, management, and/or service organization, one year of which must have been in a highly specialized capacity and 18 months must have been in an executive, managerial, or administrative capacity or in the supervision of staff performing work in the voice and/or data telecommunications field; or
- An associate degree from an accredited college including or supplemented by 12 credits in the field of voice and/or data telecommunications or in a pertinent, scientific, technical, electronic or related area and five years of experience as described in "1" above; or
- Education and/or experience equivalent to "1" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and one year of the specialized experience as described in "1" above and must possess the 18 months of executive, managerial, administrative or supervisory experience as described in "1" above.
Preferred skills:
- 8+ years developing and managing infrastructure and supporting enterprise applications on a senior level
- Knowledge of release methodologies, project management, technical support, production support, strategic planning, client/server applications, and enterprise services
- Knowledge of Data Center Design, Compute, Storage and Networking
- Hyper-converged infrastructure and hybrid cloud architectures
- Demonstrated abilities: teamwork, analytical, communication, and organization skills
- Ability to lead and handle multiple tasks under tight deadlines
- Ability to effectively interface with technologists, business owners, and end-users
- Demonstrated knowledge of NYC government
- Demonstrated leadership, staff development and analytics skills are strongly desired.
