Mechanical Inspector

The New York City Department of Housing Preservation and Development (HPD) promotes quality and affordability in the city's housing, and diversity and strength in the city's neighborhoods because every New Yorker deserves a safe, affordable place to live in a neighborhood they love. HPD is entrusted with fulfilling these objectives through the goals and strategies of "Housing Our Neighbors: A Blueprint for Housing and Homelessness," Mayor Adams' comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city's history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City's complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.

The Office of Development (OOD) leads the agency's effort to create and preserve affordable housing as a critical part of Housing Our Neighbors: A Blueprint for Housing and Homelessness in collaboration with other HPD offices as well as other city, state and federal agencies. The OOD is comprised of eight divisions that administer a range of programs. These divisions include New Construction Finance, Special Needs Housing, Housing Incentives, Building and Land Development Services (BLDS), Homeownership Opportunities and Preservation, Preservation Finance, Portfolio Management and Conversions, and Compliance and Enforcement. The Division of Building and Land Development Services (BLDS) provides architectural, engineering, cost valuation, environmental planning, and construction support services to the various divisions within HPD's Office of Development. BLDS is the largest division within the Office of Development with over 120 staff composed of seven units which include: the Bureau of New Construction Design Review Services, the Bureau of Preservation Design Review Services, the Bureau of Engineering, the Bureau of Construction Services, the Environmental Planning Unit, the Policy Unit, and the Program Management Unit.

As a Mechanical Inspector, you will be responsible for inspecting the design and monitoring the installation of mechanical systems for both newly constructed and rehabilitated multi-family buildings. The ideal candidate should have a background in Engineering, Engineering Science, or related field, and possess a thorough understanding and strong knowledge base of New York City building and construction codes, as well as Federal, State, and City housing codes and regulations, with a specialization in the installation of mechanical systems and possess a thorough understanding of design and construction means and methods for multi-family housing in New York City.

Your responsibilities will include, but not be limited to, the following:

  • Monitor the installation of mechanical systems during the construction/alteration of multi-family buildings to ensure conformance of work to approved plans, contract specifications, industry standards and pertinent codes, and timely adherence to the proposed construction schedule.
  • Work closely and coordinate with BLDS' Bureau of Construction Services to provide construction oversight and resolve site issues that arise during the installation of mechanical systems at HPD-assisted projects.
  • Conduct field surveys and inspections of existing mechanical systems and assist in determining a scope of work, cost estimate, and recommendations for repair and/or systems replacement.
  • Perform thorough research on mechanical systems by obtaining, reviewing and analyzing pertinent information/documentation, and consulting appropriate parties to successfully resolve discrepancies that arise on the field.
  • Prepare accurate, organized and comprehensive field reports pertaining to the progress of mechanical installations during the construction phase.
  • Assist in the review and approval of mechanical change orders that arise in HPD-assisted projects.

Preferred skills:

  • Demonstrate thorough knowledge of all aspects of Engineering to provide technically sound recommendations and determinations.
  • Proficient in AutoCAD and Microsoft Suite (Word, Excel, Outlook, etc.)
  • Experience in review of plans and contract documents for mechanical and wiring systems for multi-family housing.
  • Ability to read and understand drawings/plans, scopes of work, and specifications.
  • Excellent trade base knowledge and familiarity with New York City government and housing issues.
  • Experience in conducting inspections at construction job sites for new and existing buildings.
  • Excellent mathematical, technical, writing, verbal, analytical, and organizational skills.
  • Ability to work in a fast-paced environment, negotiate with diverse technical specialists, apply independent judgment in technical matters, take initiative, and work effectively with others.
  • Excellent writing, interpersonal, organizational, communication, leadership, and negotiation skills.
  • Demonstrated ability to meet deadlines, coordinate multiple projects, and deal with complex construction issues.
