Special Investigator - 31130

The New York City Department of Investigation ("DOI") is one of the oldest law enforcement agencies in the country; its mission is to combat municipal corruption. DOI serves the people of New York City by acting as an independent and nonpartisan watchdog for New York City government, City agencies, and City employees, vendors with City contracts, individuals and entities that receive City funds. DOI seeks an experienced leader to oversee the Law Enforcement Technology (LET) Technical Services Unit (TSU). Reporting directly to the Assistant Commissioner of LET, you will supervise and support a team that provides technical assistance and operational support to investigative units. Responsibilities include deploying, operating, and maintaining specialized surveillance and monitoring equipment, and assisting with lawful electronic surveillance operations in strict compliance with court orders and legal requirements. You will support audio, video, and data capture operations for criminal investigations; troubleshoot, configure, and maintain technical systems in both field and controlled environments; and prepare detailed reports and documentation related to the operations. The ideal candidate will collaborate with investigators, supervisors, and prosecutors to ensure effective, compliant, and timely investigative support. You will also testify in court proceedings as needed. Due to the nature of the work, candidates may occasionally be required to work non-traditional hours to accomplish the unit's mission.

Minimum Qualifications

1. A four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization and four years of satisfactory full-time experience in an industrial or governmental agency in the field of investigation, auditing, law enforcement, security, inspections, or in a major operational area of the agency in which the appointment is to be made; or 2. A baccalaureate degree from an accredited college or university; or 3. Education and/or experience equivalent to "1" or "2" above.

Preferred Skills

1. Baccalaureate degree (preferably in Forensic Computing, Computer Science, Computer Security, Systems/Electrical engineering or a related field) from an accredited college. 2. Professional certifications such as CCE, CFCE, EnCE, GCFA, GCFE, SCERS, COMPTIA, CHFI, CEH, GBFA, NATIA CTI or comparable credentials. 3. Experience with investigative and forensic tools used in the acquisition, examination, and analysis of digital evidence. 4. Strong understanding of configuring and programing IP Cameras, including experience acting as a system administrator and technical understanding of encrypted radio communications. 5. Ability to disassemble, configure, and troubleshoot a wide range of computer hardware. 6. Designing, fabricating, and customizing specialized enclosures and technical housings for surveillance, monitoring, and electronic evidence-collection devices.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
