Engineering Technician III (NS)

The North Carolina Department of Health and Human Services (DHHS) is one of the largest, most complex agencies in the state, and has approximately 17,000 employees. It is responsible for ensuring the health, safety, and well-being of all North Carolinians, providing human service needs for special populations including individuals who are deaf, blind, developmentally disabled, and mentally ill, and helping poor North Carolinians achieve economic independence.

The primary purpose of the Engineering Technician III "Biennial Residential Surveyor" is to conduct on-site biennial physical plant and life safety inspections of existing licensed 24-hour mental health homes 6 beds or less, adult care homes 6 beds or less, and respite services in adult day centers for compliance with licensure rules and state building codes. Other responsibilities include: Creating reports documenting inspection findings using ASPEN software; reviewing with facility administrators the creation of a Plan of Correction (POC) for deficiencies; and conducting fire, complaint, and other investigations. Position requires four (4) days per week of travel throughout the state with 1-2 overnight stays per week. A state vehicle shall be used for travel purposes, when available. Use of personal vehicle may be required and compensated at the Office of Budget Management's established rates.

Salary Range: $43,738 - $76,542

Recruitment Range: $43,738 - $63,000

Applicants who possess the following skills are preferred:

  • Possess and maintain a valid North Carolina driver license.
  • Demonstrated proven organization and written communication skills to be able to document inspection findings using proper punctuation, spelling, and grammar.
  • Documented experience and physical ability to lift up to 50 pounds, climb ladders, and inspect areas of residential facilities to include roofs, attics, basements, and crawl spaces.
  • Documented knowledge and application of architectural, electrical, and mechanical engineering theory, techniques, practices, and procedures applicable to residential occupancies.
  • Availability to travel up to four (4) days per week throughout the state, including overnight stays.

The Division of Health Service Regulation oversees medical, mental health and adult care facilities, emergency medical services, and local jails. We check to see that people receiving care in these facilities are safe and receive appropriate care. We make certain that medical buildings are built only when there is a need for them.

Minimum Education and Experience: Associate's degree in an applicable area of Engineering Technology, Survey Technology or a related curriculum from an appropriately accredited institution and three (3) years of progressive technician level experience; or an equivalent combination of education and experience.
