This position is located in Division 5 in the District 3 Engineer's office in Vance County and is an advanced level position that will serve as a project roadway/structure inspector supporting engineers in the administration of highway construction. This position will be responsible for the processing and review of driveway permits, site plans, utility and non-utility encroachment agreements, subdivision plans, and road additions/abandonments. This position will monitor contractor's daily operations and perform and/or review test reports to ensure that all work and materials conform to specifications, plans, and contractual provisions. This position will perform on-site inspections for compliance with NCDOT specifications for driveway permits, encroachments and subdivisions. This position will conduct pre-construction meetings with requesting parties and will perform field inspections and prepare deficiency letters as it relates to road additions, driveway permits and encroachments. This position will meet with utility representatives, contractors, property owners, and others to discuss adherence to policies and procedures, answer questions, and address complaints from the general public by telephone, written correspondence, or in person. This position will assist the Division as needed during emergencies and inclement weather and assist the District Engineer with other tasks as assigned.
Knowledge, Skills and Abilities / Competencies Management prefers applicants with the following: Experience analyzing and interpreting highway construction plans, Experience planning, developing, scheduling, tracking and completing projects independently or with limited supervision, Customer service experience related to resolving problems that involve explaining complicated engineering concepts to various customer groups, Experience applying engineering concepts to solve complex problems, Experience working in a team environment to complete assignments. Additional Expectations: Evaluate and apply engineering judgment to plan interpretation. Establish positive lines of communication between technicians, engineers, and contractors. Ability to work safely in an outside environment with exposure to hazards on construction sites including heights, highway traffic, weather extremes, and traversing rough terrain. Must be able to perform moderate physical activity including but not limited to walking, climbing, balancing, kneeling, and standing. Must be able to lift 50 lbs. Knowledge and skill in using general office software on computers and tablets using HICAMS and Sharepoint. Must be able to work nights and weekends as needed, on any assigned project within the Division. Perform a variety of inspections and survey duties for erosion control, material testing, earthwork, asphalt, structures, and traffic control. Apply safety philosophy and program to all operations. Safety toe shoes required.

Associate's degree in Civil Engineering Technology, Survey Technology or assigned discipline from an appropriately accredited institution and three (3) years of progressive technician level experience; or an equivalent combination of education and experience.
