This posting will be used to fill an Engineering Technician II position within Division 14 Roadside Environmental Unit. Position will report to Jackson County Roadside Environmental Office. Position is responsible for the administration of various contracts for the Division 14 Roadside Environmental Unit, including vegetation management contracts, landscape enhancement projects, Plant Bed Maintenance contracts, Rest Area janitorial and grounds maintenance contracts, etc. The position also coordinates Selective Vegetation Removal program with outdoor advertising companies, business owners and contractors. This includes permit and fee processing, policy interpretation and inspection of contracted work. Position will supervise lower-level Engineering Technicians, with duties including but not limited to reviewing daily inspection reports, scheduling project personnel and project field reviews. The position is responsible for investigating and responding to complaints related to vegetation management operations. This position will assist with duties of the I-40 Rest Area and Welcome center, which include but are not limited to the mandated drinking water testing and federal mandated wastewater treatment facility. Other duties may include administration of the Adopt-A-Highway program, inspection of contractual operations at the Division Rest Areas and Welcome Centers, inspection of storm water control measures, reviewing and processing utility encroachments for vegetation management, administration of fully operated rental equipment proposals, and other duties and responsibilities as assigned.
This position is responsible for ensuring all work performed on NCDOT Right-of-Way is performed according to standard procedures in a safe manner. Knowledge and understanding of general concepts, practices, and theories used in inspection of various contracts including rest area janitorial and grounds maintenance, right of way mowing, enhancement plantings, plant bed maintenance, litter removal, storm water maintenance, and various other maintenance operations. General knowledge of state and/or federal rules and regulations to determine compliance. General knowledge and skill in the use of equipment and software used for inspection. Ability to maintain standard records both physically and electronically. Must be familiar with MS Word and Excel. Work may include other duties and responsibilities as assigned.

Ability to effectively use verbal and nonverbal skills to express routine or simple technical and/or program concepts and related facts in a clear, concise, organized manner. Supervise, assist, and train lower-level employees. Must be able to legally operate a motor vehicle. Night and weekend work assignments are possible. Snow and Ice operations and emergency response at rest area facilities are required. May be required to verbally communicate with the public.
Minimum Education and Experience Requirements: Some state job postings say you can qualify by an "equivalent combination of education and experience." Associate degree in an applicable area of Engineering Technology, Survey Technology or a related curriculum from an appropriately accredited institution and two (2) years of progressive technician level experience; or an equivalent combination of education and experience.
