Engineering Specialist I

This position with NCDOT offers full state benefits, competitive salaries, and many career development opportunities. This posting is for an Engineering Specialist I position in the Division 9 Davidson County Resident Engineer's office. This position will serve as a lead project inspector supporting engineers in the daily contract administration of construction projects. The position will be responsible for monitoring project work and material to ensure conformance to specifications and contractual provisions. The employee in this position supervises and assists in training lower-level technicians, including Department employees, as well as Construction Engineering and Inspection (CEI) staff. This position will also be responsible for addressing project staffing needs. The employee in this position performs and/or reviews project documentation, including the work performed by other technicians to ensure that all material sampling and testing, project documentation, and project estimates are done correctly. The employee in this position resolves daily constructability issues and ensures that traffic control and contractor's operations are performed in accordance with the contract, specifications, plans, and standard drawings. The employee in this position monitors contractor progress to ensure timely completion of the projects. The employee in this position monitors contractor compliance with subcontractors and DBE and Title VI Compliance. The employee in this position communicates and coordinates work with contractors, subcontractors, utility owners, and property owners. Work will involve a wide range of decision making and use of judgment. The employee in this position will also assist higher-level engineers with other duties as instructed. This position is subject to work nights and weekends as needed in the performance of duties.

Knowledge, Skills and Abilities/Competencies Management prefers applicants with the following:

  • Experience in applying engineering concepts to solve complex problems
  • Computer experience, including office software and drafting software
  • Knowledge of mathematical functions (such as algebra, geometry, and trigonometry)
  • Experience reading and interpreting construction plans, contract provisions, specifications, and procedures
  • Experience in taking notes, collecting field data, and preparing routine reports

Additional Expectations: Experience using computers or electronic tablets and the ability to adapt to changes in technology. Good communication skills to establish and maintain effective working relationships with co-workers, contractor personnel, and the public. Ability to work independently to make engineering decisions. Employee will be expected to apply NCDOT safety standards and program to operations. Employee may be exposed to hazards including construction equipment, high traffic volumes, and heights over water or traffic. Employee will be expected to work outside in varying temperature and weather conditions. Employee will be expected to perform moderate physical activity, such as standing, walking, climbing, kneeling, and be able to lift 50 pounds. Employee may be required to work nights, weekends, holidays, and extended hours as required by project workload/staffing on any assigned project in Division 9. The selected applicant will be expected to legally operate a motor vehicle. Safety-toed shoes are required. Offer of employment will be contingent upon successful completion of NCDOT post offer employment evaluation.

Minimum Education and Experience Requirements: Some state job postings say you can qualify by an "equivalent combination of education and experience." Associate's degree in an applicable area of engineering technology from an appropriately accredited institution and six years of progressive technician experience; or High School or General Educational Development (GED) diploma and eight years of progressive technician experience; or an equivalent combination of education and experience.
