This position is for an Engineering Specialist I within the Division 3 Resident Engineer's office and is responsible for administering the data compilation, approval process, and review of contract related items associated with the preparation of contracts. The individual in this role will oversee field scoping personnel as well as private engineering firms throughout the process of gathering quantities and creating maps via CADD design to be included in resurfacing contracts, safety project contracts, and other construction contracts as needed. The position involves planning, coordinating, and administering meetings with division staff to review data related to contract preparation and make corrections or edits as required. This individual will supervise and train lower-level technicians, including both NCDOT employees and Construction Engineering & Inspection (CEI) staff as needed. The role requires sound judgment and decision-making across a variety of field and administrative tasks. Other duties may be required as directed by the Resident Engineer. This position is subject to work nights and weekends as needed in the performance of duties.
Knowledge, Skills and Abilities / Competencies:
Knowledge and skilled in the use of CADD workstations, computers, and calculators.
Knowledge of the principles and practices of Civil Engineering in roadway drafting and design, related construction methods, materials, and equipment.
Experience managing the collection and organization of contract data in a team environment in order to complete contract plans and documents within deadlines and ensure compliance with NCDOT standards and specifications.
Experience coordinating, planning, and facilitating project meetings.
Knowledge and skilled in communicating effectively, both orally and written, with both internal and external entities.
Additional Expectations:
Advanced skills in roadway drafting/design; considerable knowledge of mathematical functions including algebra, geometry, and trigonometry.
Intermediate skills in the use of CADD workstations, computers, and calculators.
Ability to understand and explain roadway plan preparation, provisions, and specifications, take field information and investigation data, and prepare, modify or refine roadway designs.
Considerable knowledge of the principles and practices of Civil Engineering and related construction methods, materials, and equipment.
Ability to train other employees, plan, coordinate, and supervise their work.
Effectively communicate both orally and written with both internal and external customers.
The ability to analyze, evaluate, and check field and plan data is critical.

Considerable knowledge of mathematical functions including algebra, geometry, and trigonometry.
This position will also be required at times to perform inspections/testing of roadway, bridge, and resurfacing projects. Ability to scope current conditions of existing roadway conditions for preparing estimates. Design experience in roadway design and advanced CADD training including MicroStation is helpful. Highway Engineering Concepts (HEC) Certified as a Level II Erosion and Sediment Control Technician is helpful. Experience with NCRE and GONC programs is also helpful.

Associate's degree in an applicable area of engineering technology from an appropriately accredited institution and six years of progressive technician experience; or High School or General Educational Development (GED) diploma and eight years of progressive technician experience; or an equivalent combination of education and experience.
