Engineering Specialist I

This position is an Engineering Specialist I in the Division 3 Jacksonville Resident Engineer's office serving as lead project inspector supporting engineers in the daily contract admin of construction projects including: urban widening, new alignment roadway, bridge construction, utility construction, signal construction, girder and cored slab bridge replacement. The position will be responsible for monitoring project work and material to ensure conformance to specifications and contractual provisions. Supervises and trains lower-level technicians, including Department employees as well as Construction Engineering and Inspection (CEI) staff, ensuring adequate inspection personnel are assigned for active projects. Performs and/or reviews project documentation including the work performed by other technicians to ensure that all material sampling and testing, project documentation, and project estimates are done correctly. Resolves daily constructability issues and ensures that traffic control and contractor's operations are performed in accordance with the plans and standard drawings. Monitors contractor progress to ensure timely completion of the projects. Monitors contractor compliance with subcontractors and DBE and Title VI Compliance. Communicates and coordinates work with contractors, subcontractors, utility owners, and property owners. Work will involve wide range of decision making and use of judgement. This position is subject to work nights and weekends as needed in the performance of duties. Additional Expectations:Be available for night and weekend work as required and travel to any assigned project within the Division. Follow all safety policies and procedures and legally operate a motor vehicle. Night and weekend assignments may be required before, during, or after storm events or for emergency response.Offer of employment will be contingent upon successful completion of NCDOT post offer employment evaluation

Knowledge, Skills and Abilities / Competencies:

  • Considerable knowledge of surveying and materials, methods and equipment used in highway or building construction
  • Experience in reading, interpreting and explaining construction plans, contract provisions, specifications and inspection procedures, and related documents/communications
  • Experience managing the collection and organization of contract data in a team environment in order to complete contract plans and documents within deadlines and ensure compliance with NCDOT standards and specifications.
  • Experience coordinating, planning and facilitating project meetings.
  • Customer service experience related to resolving problems that involve explaining engineering concepts to various customer groups

Salary Grade and Salary Range: NC 13 NC 50,088-$87,654
