Construction Engineer II
Location: Astoria, US
Coordinates and observes work for general conformance of contract documents. Coordinates and observes the work of construction contractors assigned to perform construction contract administration and oversight work at NYPA or Customer facilities. Ensures that quality workmanship is maintained at all times and in accordance with applicable construction procedures, methods, codes and specifications. Projects will include electrical, civil, mechanical, instrumentation & control engineering disciplines.
The Construction Engineer will oversee the construction of a GIS power substation, ensuring all activities align with design specifications, safety regulations, and project timelines. The role requires experience in GIS substation construction. The engineer will work closely with project managers, contractors, and other stakeholders to ensure the successful completion of the project.

Responsibilities
- Provide construction engineer function in support of a wide range of construction projects and operations and maintenance activities.
- Perform site visits to complete field inspections, condition assessments, and equipment evaluations and develop technical recommendations with moderate complexity.
- Perform occasional emergency response, including outside of normal business hours.
- Independently coordinate cross disciplinary activities for the successful development and execution of projects.
- Focus on awareness of applicable codes, standards and procedures to work tasks appropriately.
- Perform inspections and evaluations to ensure engineering requirements and Authority specifications are satisfied.
- Review designs, specifications, and reports produced by other internal engineers and external consultants.
- Provide direction and review of the construction personnel in the development of the construction activities.
- Work independently on smaller construction projects with smaller scopes and maintain oversight of schedule, quality, safety and scope.
- Working knowledge to be able to inspect in-progress construction work to ensure compliance with the contract documents, specifications, permits, and drawings.
- Ability to read, and interpret construction drawings and specifications to determine if the contractor is meeting the engineer of records design intent
- Ability to prepare a construction management daily construction observation field report documenting contractor progress
- Liaison between the Project Management division and the operating facility, and between Headquarters and on-site staff. For projects at NYPA sites, act as the Project Management division's chief on-site spokesperson; maintain harmonious liaison with the operating facilities, clients, local government agencies, community groups, and other organizations.
- Represent the Authority at industry conferences committees or task forces
- For assigned work and projects, provide supervision of maintenance department(s) staff, and contractors, and prepare and monitor the day-to-day work activities of the crafts. Work with planners in scheduling work activities; oversee the safety of employees. Review job packages to ensure they are complete and current prior to performance of the work. Review completed work, job packages, and work orders to verify all steps are complete and to ensure that all data/information is recorded.
Knowledge, Skills and Abilities
- Proficient in the construction of electrical, mechanical, structural, and water systems specific to the electric utility industry or building construction/renovation industry.
- Working knowledge of electric utility or commercial and industrial facilities and their various systems and components.
- Ability to apply diverse technical principles and practices, with the understanding of the NYPA's policies, operations and objectives, to constructability reviews.
- Working knowledge of applicable codes, standards, regulations.
- Strong verbal and written communication skills.
- Collaborative and team-oriented with ability to build relationships with vendors and stakeholders.
- Ability to coordinate the technical and commercial aspects of projects.
- Ability to perform engineering calculations, and complete specifications, scopes of work, reports, and interdisciplinary design packages.
- Competent in the use of Microsoft Office applications.
- Working experience with Procore or Primavera preferred.
- Ability to effectively manage and prioritize multiple projects.
Education, Experience and Certifications
- Bachelor of Science Degree in Electrical, Mechanical, or Civil Engineering, or equivalent, from an accredited college or university.
- Minimum of eight (8) years of work-related experience preferred.
- New York State Fundamentals of Engineering (FE) certification preferred.
- This role is required to be or become a CPP-1/LOTO clearance holder within 24 months and maintain it for the duration of time in the role.
Physical Requirements
- Daily inspection of work areas throughout facility/Project Site
- Travel within New York State will likely be required. Posting to a remote work site may be a possibility.
- Willingness to enter confined spaces and climb/scale certain equipment is required
- Work during off-hours and hours beyond typical 37.5 hour work week may be required (typical work week is 40 hours for site-based positions).
