This position is located in the Indian Affairs (IA), Office of Facilities, Property and Safety Management (OFPSM), Division of Facilities Management and Construction (DFMC), Branch of Planning and Design. The incumbent reports to the Division Chief, DFMC. The mission of the DFMC is to ensure the efficient and effective stewardship of resources for new construction, renovation, and maintenance of Bureau-funded facilities.

Responsibilities:

  • Provides guidance and oversight to the national Indian Affairs wide design and construction programs.
  • Provides operational oversight or pre-planning, planning, and design of all replacement projects, renovations, major improvements and repairs of complex, large dollar value, high profile capital investment projects at IA-funded facilities.
  • Plans work, sets priorities, evaluates performance, counsels on technical and administrative matters, interviews, recommends, and assigns new employees, hears and resolves complaints, and affects minor disciplinary measures.
  • Identifies developmental and training needs for subordinates.
  • Develops Business Cases and has overall program oversight of schedules, cost estimates, budgets, technical reviews of designs, shop drawings, specifications, contractor performance to ensure conformance with contract provisions and standards.
  • Leads meetings with planning and design managers and environmental and technical engineering staff that are responsible and accountable for accomplishments of events, milestones, tasks, and action items of action plans associated with programs.
  • Evaluates planning documents and designs for conformance to establish programs of requirements, codes and standards compliance, energy efficiency, constructability and overall functionality.
  • Consults with stakeholders, makes all required corrections, and changes to the design as determined to be necessary.
  • Coordinates with Branches of Education Construction, Education FI and R and Public Safety and Justice (PS and J) Construction and FI and R to develop manage relative priorities and implantation plans for replacement and FI and R projects.
  • Coordinates with the Branch of Asset Management for the development of the Housing Needs Analysis. Reviews Facility Condition Index with the Branch of Asset Management team.

    GS-13:

    Experience:

    • Managing a Regional facilities planning and design program.
    • Preparing or reviewing planning and design cost estimates and/or budgets for multimillion dollar construction projects.
    • Briefing program information orally and presenting information memos and project updates in writing.
    • Prioritizing and assigning work to subordinates in an engineering or architectural field.

    Education:

    • Completed 3 full academic years of progressively higher-level graduate education or a Ph.D. or equivalent doctoral degree or a L.L.M. in a related field of study.
    • Combination: a combination of education and experience that totals 100% of the requirement.
