Heavy Equipment Operator – Solid Waste Landfill Operations

Maintains solid waste landfill operations by operating heavy equipment and performing general maintenance of the heavy equipment. Work responsibilities extend to overseeing and maintaining two major areas within the land-fill, clean-fill, and compost areas.

Environmental factors position functions at a solid waste landfill facility with exposure to all types of weather conditions, odors, dust, heavy metals, asbestos particles and fumes and the possibility of minor cuts and bruises. Safety shoes and glasses are required.

Physical factors position requires substantial physical ability to operate heavy equipment; bend, stoop, climb, crouch, kneel, squat, push/pull and reach above shoulder level. Writing and use of standard hand tools. Ability to lift, carry and push/pull items weighing up to 70 pounds. Field of vision and visual acuity is necessary to perform essential functions.

Work situation factors competing demands include occasional overtime and dealing with external customers in a courteous and respectful manner. Regular attendance is an essential function of this job to ensure continuity of services. Position is subject to drug testing in accordance with applicable State and Federal regulations and City of Las Cruces policies.

First consideration will be given to current City of Las Cruces employees who meet the minimum qualifications. Meeting or exceeding the minimum qualifications does not guarantee an invitation to participate in the process. Full-time, regular, non-exempt, union represented. This position is graded at BC11.

Duties and responsibilities include pushing clean-fill debris into designated areas with the use of a front-end loader and operating water wagon as necessary. Monitoring incoming vehicles to determine tonnage and type of waste; directing vehicles to appropriate dumpsite; refusing admission to customers with delinquent payments and/or unauthorized waste materials. Answering phones; performing data entry for billing and tracking; providing monthly reports for billing and record keeping; providing annual reports, including fuel records. Performing visual checks on equipment for possible maintenance and repair. Checking scale house and scales for irregularities. Working with compost; maintaining moisture temperatures; providing work direction to staff working at the composting area. Performing routine maintenance and minor repairs on heavy equipment; cleaning containers and vehicles.

Minimum qualifications no specific educational requirement. Three years (3) of experience operating heavy construction equipment is required. A combination of education, experience, and training may be applied in accordance with City of Las Cruces policy.

Licenses/certifications valid driver's license is required; Class B commercial driver's license with tanker endorsement must be obtained within twelve (12) months of date of hire; Deputy Weigh Masters License, Landfill Facility Operator Certification, and Compost Facility Operator Certification must be obtained within 18 months from date of hire. Position requires an acceptable driving record in accordance with City of Las Cruces policies.

Knowledge of state landfill/composting management and operations; operation and maintenance of scales; hazards, safety rules and precautions in heavy equipment and landfill operation; OSHA regulations, laws, policies and procedures related to equipment and landfill operation; principles, practices, techniques, activities, rules, and regulations related to the operations and functions of the position and services provided; current principles of record keeping and records management; principles and practices of effective research methods and data analysis, customer service, and problem resolution techniques; occupational and environmental safety and health hazards, and safety practices; safe and effective use and maintenance of related tools, materials, and equipment; current methods and standards for preparing effective business correspondence; correct English usage, grammar, composition, spelling, punctuation and vocabulary; business and personal computers and related software applications; City organization, operations, policies, and procedures to effectively perform the required functions and duties of the position.

Skills in operating motorized vehicle and equipment (front-end loader and water wagon), reading, understanding, and applying relevant rules, ordinances, codes, regulations, policies, and procedures; effectively managing assignments; responding to inquiries timely and within the scope of delegated authority; responding appropriately, maintaining objectivity and freedom from prejudice, and exercising sound judgment and understanding in all interactions; effectively working independently, or as a team member, in various environments with changing priorities; preparing and presenting various reports, documents, forms, and correspondence; researching information, analyzing data, maintaining accurate records, and updating information in various mediums and formats; operating a personal computer with installed generic and specialized software; preparing and presenting information in a clear and concise manner; demonstrating appropriate and effective interpersonal communication and conflict resolution skills; performing highly effective support in assigned areas.
