What you'll do: Directly supervise assistant health services administrator, and all clinical staff, pharmacy technician, dental staff, and the health care providers. Responsible for the management of health services and the dental program in compliance with MTC Medical and the Immigration and Customs Enforcement (ICE) directives.

Essential Functions:

  1. Plan, coordinate and manage the administrative and health services activities of the department.
  2. Provide staff training, evaluate staff performance, and implement department and personnel changes as approved by the state administrator and coordinated with the manager, human resources prior to implementation.
  3. Develop departmental budget; monitor and control expenditures; review and recommend changes to budget authorizations.
  4. Develop and implement new and revised policies and procedures affecting health services; coordinate with other departments to ensure compliance with overall facility objectives.
  5. Manage and conduct coordinated health care for inmates, other health related programs and serve as a member of the Mental Health Team.
  6. Supervise and monitor Utilization Management Program, ensure medical and mental health treatment is scheduled and received.
  7. Manage the Quality Improvement Program; ensure data is captured and evaluated, perform audits as necessary, oversee Q1 committee.
  8. Manage the record keeping and reports on injuries, diseases, and disabilities of inmates.
  9. Manage in-service training in health-related areas for other departments.
  10. Coordinate with local agencies for planning and conducting environmental health inspections.
  11. Coordinate, review and approve payment to all outside vendors, subcontracted staff and services ensuring that expenditures are within contractual and budgetary limitations.
  12. Coordinate with other center staff concerning health services.
  13. Ensure that the health services department is in compliance with all applicable OSHA guidelines and regulations.
  14. Promote the development of positive social skills through modeling appropriate behaviors and intervening when inappropriate behaviors are observed; provide regular feedback to staff regarding social skills procedures and intervention techniques.
  15. Maintain accountability of staff, inmates, and property; adhere to safety practices.
  16. Facilitates, where applicable, NCCHC/ACA/TJC accreditation of the medical program by providing the required level of efficiency and approved appropriate medical services.
  17. Regular attendance is required. It is expected that the incumbent shall perform other duties as assigned within his/her capabilities as determined by management.

Education and Experience Requirements: Bachelor's degree or equivalent experience required. A minimum of five (5) years' professional experience in health care administration, preferably in a correctional environment. Must be a licensed registered nurse in the state of New Mexico, or compact state. Must possess current CPR certification. Valid driver's license in the state of New Mexico or Texas with an acceptable driving record required, unless waived by management.
