Performs entry-level professional civil engineering work, including plan design, project management and/or contract administration. Environmental factors position may involve both inside and outside work, depending on functional area; outside work involves exposure to all weather conditions, traffic conditions, noise, dust, gases, asbestos, radiation, electrical systems and construction equipment. Physical factors position may involve light to moderate physical activity; ability to lift and carry items weighing up to 40 pounds; ability to move about construction sites; safety equipment includes hard hat, traffic vest, ear plugs, eye protection and safety shoes Work situation factors position involves competing demands, performing multiple tasks, working to deadlines, occasional work beyond normal business hours, and responding to customer issues. Regular attendance is an essential function of this job to ensure continuity of services. Position is subject to drug testing in accordance with applicable State and Federal regulations and City of Las Cruces policies.
Creates construction drawings and documents for roadway, traffic signals, street lights, multi-use paths, drainage systems, water/wastewater systems and natural gas systems; performs calculations in accordance with City design standards. Under the responsible charge of a professional/licensed engineer, serves as project manager in coordinating the various aspects of design projects and engineering related programs, including preparing preliminary and final cost estimates; construction plans, contract documents, material specifications, acquisition of right of way and easements. Manages staff through appropriate delegation and work supervision; meets regularly with staff to discuss and resolve workload and technical issues; reviews work in progress in order to anticipate technical and management problems; recommends changes to improve the organization’s functions and processes; interprets statutes and regulations. Supervises assigned staff; prioritizes and assigns tasks and projects; disciplines, trains, cross-trains and evaluates staff; counsels, coaches and instructs employees as required; monitors work and evaluates performance; ensures staff adhere to policies and procedures in compliance with local, state and federal regulations. Drafts projects using manual and Computer Aided Design Drafting (CADD) equipment; creates engineering drawings from field data, sketches, rough drawings, raw data, diagrams and verbal/written instructions. Prepares preliminary and final cost estimates, contract documents, material specifications, schedules, bid tabs and correspondence.
