Construction Project Manager

Under the direct supervision of the Tribel Chairman, the Construction Project Manager will act as liaison between the Walker River Paiute Tribe's Contracting Officer, Construction, Contractor, Construction Management Team, Economic Development Administration, Bureau of Reclamation, Indian Health Service, and the Nevada Governor's Office. The purpose of the work is to manage all construction activities and provide program directions and expert advice to the Tribe's Contracting Officer on a continuous basis for the duration of the project. Consultation and advice, as well as decisions and judgments in executing and coordinating integral activities significantly affect the achievement of the projects' mission which is to construct a safe, adequate, and efficient water system within a specific period at an amount not to exceed what is available. This is a temporary position ending December 31, 2026.

Duties and Responsibilities:

1. Responsible for all activities related to the Water Looping Construction Project.

2. Reviews and becomes familiar with Specifications and Designs for the Project, including investigations, surveys, designs, environmental clearances, and construction management.

3. Furnishes technical advice and guidance to the Contracting Officer in making decisions on contract administration, design, construction, change orders, etc., in coordination with technical experts.

4. Involved in the pre-bid conference with prospective bidders.

5. Reviews bids and qualifications, on behalf of the Tribe, looking at workflow, timeliness, formats, standard operating procedures, compliance with regulations, laws, and standards.

6. Makes recommendations on the most efficient and qualified bidder.

7. Develops a good working relationship and maintains constant contact with contractors, construction management team, and funding agencies: Bureau of Reclamation, Economic Development Administration, Indian Health Service, State of Nevada, and others.

8. Works with construction management team to assure conformance with specifications, and to determine satisfactory progress consistent with timeframes, budget compliance, necessary change orders, and adjusts as required.

9. Will become familiar with the contract requirements and budget, responsible for compiling reports to the funding agencies.

10. Must be knowledgeable in the administration of federal contracts.

11. Will also be responsible for ensuring that contracts are developed and processed for legal and expert assistance and approved in accordance with Tribal policies, rules, and regulations.

12. Will monitor all contracts for compliance.

13. Monitor construction schedules and work progress with construction management team, to identify potential problems and to keep informed of progress and areas requiring attention.

14. Ensures contractors are following Tribal laws, regulations, and requirements; must be able to interpret and provide adequate information to contractors on such Tribal information.

15. Develops a system to track progress, required reports, payments, change orders, field data, etc.

16. Prepares and reviews data used in making progress payments to contractors.

17. Ensures that contract funding is utilized for the intended purpose and will continually monitor funds to make certain that funds are spent within the budgetary guidelines, the Tribe's Financial Management Plan, Procurement Policy and other Tribal policies, rules, and regulations.

18. Works with Tribal Finance Department on financial reports, contractor payments, purchasing requests and contracts.

19. Duties may be increased or changed, depending on the needs of the project.

20. Complete other duties as assigned.

Knowledge, Skills and Abilities:

1. Practical knowledge of principles and practices applicable to the full range of construction, and practical knowledge of a variety of construction inspection techniques to direct the construction inspection work at several different sites.

2. Knowledge of contract administration principles as they relate to Federal Acquisition Regulations regarding construction contracts will be helpful.

3. Knowledge of the principles and practices of supervision, safety, motivation, supervisory personnel functions, and ability to work with a "team".

4. Ability to communicate effectively and resolve controversial issues and questions with contractors, Federal agencies, personnel, and Tribal officials.

5. Ability to organize work, establish priorities, set goals, and meet deadlines.

6. Ability to exercise personal leadership in coordinating program responsibilities for maximum flexibility and effectiveness and provides overall direction in meeting constantly changing problems and priorities.

7. Ability to plan, coordinate, and implement desires progress in completing the construction.

8. Must have a high degree of skill in communicating with others in all phases of work, including clarity and conciseness of verbal expression and persuasiveness to obtain cooperation in completing the necessary work.

9. Must be computer literate and capable of developing letters, reports, etc.

Required Education and Experience:

1. Possess a degree in civil engineering from an accredited four-year college.

2. Must be familiar with Tribal Laws and regulations or willing to learn.

3. Must have a valid Nevada Driver's License.

4. Work is performed in an office and outdoors where temperatures may be quite extreme.

5. Work requires frequent walking, bending and driving on rough broken terrain, and frequently may require more than 8 hours in a work day.

6. Must be physically able to work in adverse areas and conditions.

7. Must possess knowledge of transmission lines or public utilities.
