The HR Manager will perform the following job duties:
1) Maintain the personnel records of the school's academic, administrative, and administrative-academic staff, and register their labor and social vacations;
2) Prepare and submit expense reports to the Accounting and Financial Reporting Department in accordance with the social policy for the teaching and professorial staff of the School, in particular, reports on leave to their home countries;
3) In cases where standard procedures are not defined for trips, bring such issues to the attention of the School's travel work committee;
4) Prepare necessary documentation for business trips, conferences, and membership fees for School staff, and organize and conduct informational presentations;
5) Provide consulting and methodological assistance to School staff on issues related to business trips, vacations, conferences, and membership fees;
6) Process applications from School staff for business trips, conferences, and membership fees, and provide consultations on filling out the necessary documentation, where possible;
7) Prepare and send payment requests for staff business trip expenses to the Finance and Accounting Department;
8) Enter data on the crossing of the Kazakhstan Republic border by foreign citizens after vacations and business trips into the Internationalization Department's table;
9) Provide consulting and methodological assistance to School staff on medical insurance issues, in particular: collect and submit applications to the EMS, conduct medical examinations for newly arrived foreign staff, organize annual mandatory medical examinations for the Department of Health and Welfare, and send EMS applications for administrative staff whose test period has expired;
10) Prepare and conduct necessary documentation for the service contracts of the School's teaching and professorial staff (budget formation, contract drafting, timely signing of work completion acts, reporting, document submission to the Accounting and Financial Reporting Department, payment for services);
11) Timely familiarize staff with employer's acts in accordance with the Labor Code of the Republic of Kazakhstan;
12) Provide assistance to the administrative and academic staff of the School in adapting to the issues of the University's social policy, including those related to the University's social policy;
13) Participate in the preparation of staff personnel documents for submission to the University's archive;
14) Implement the system of recording temporary incapacity for work for the correct calculation of wages, if necessary;
15) Implement the issuance of references from the workplace, if necessary;
16) Responsible for the storage of documents within the scope of their functional duties;
17) Conduct correspondence within the scope of their functional duties;
18) Participate in the processes of risk alignment, assessment, management, and monitoring within the scope of their functional duties;
19) Perform (replace) the duties of an HR specialist who is not temporary, within a period of up to one month;
20) Timely and appropriately fulfill the tasks assigned by the direct supervisor and management of the University;
21) Comply with the requirements of the legislation of the Republic of Kazakhstan and the internal documents of the University;
22) Responsible for maintaining labor and service discipline;
23) Responsible for ensuring the integrity of official documents, as well as preventing the disclosure or distribution of confidential and business information, as well as information with restricted access in accordance with the legislation, Charter, and internal documents of the Employer;
24) Responsible for the timely transfer of all paper and digital information to another employee in accordance with the direct supervisor's instructions upon termination of employment (according to the acceptance-handover act).
Qualifications:
Education:
Higher professional, higher education, with preference for English-language instruction.
Preferred areas of specialization:
- Management;
- Psychology;
Work experience:
At least three years. At least one year if a master's degree is available in the relevant field.
Education:
- Knowledge of the labor legislation of the Republic of Kazakhstan;
- Knowledge of processes and tools in personnel management;
- Proficiency in MS Office, Excel, PowerPoint;
- Fluency in English, Kazakh, and Russian.
