Trade Compliance Risk Manager, Non-Inventory Trade Programs

The Trade Compliance Risk Manager, Non-Inventory Trade Programs is responsible for coordinating and implementing trade compliance programs that support the cross-border movement of non-sellable goods, including capital equipment, infrastructure assets, technology, prototypes, and other non-inventory shipments. This role serves as the primary program execution and engagement lead for Non-Inventory Trade, partnering closely with business teams to operationalize established trade compliance strategies, embed regulatory requirements into business workflows, and enable compliant global operations at scale. The role supports billions of dollars in non-inventory cargo value across a diverse set of global businesses and geographies, translating complex regulatory requirements into practical, repeatable operational solutions.

Key job responsibilities include:

  • Own execution of Non-Inventory Trade programs supporting cross-border movement of non-sellable goods
  • Partner with business teams to understand non-inventory trade requirements and implement compliant operational frameworks aligned to established trade compliance strategy.
  • Translate customs, export control, and regulatory requirements into clear, repeatable business processes embedded in day-to-day operations.
  • Coordinate global intake, prioritization, and delivery of non-inventory trade requests across annual, semi-annual, and off-cycle planning cycles.
  • Enable compliant import and export execution by supporting Importer of Record (IoR) and Exporter of Record (EoR) entities, registrations, licensing, and related regulatory requirements.
  • Serve as the primary point of contact for business stakeholders navigating non-inventory trade execution, risks, and operational pathways.
  • Partner with regional trade compliance teams to ensure consistent global standards while accounting for local regulatory requirements.
  • Identify, escalate, and resolve customs clearance issues and execution gaps that create operational risk or delay.
  • Embed preventive compliance checkpoints into operational workflows to reduce risk and avoid violations, including compliance with EAR and ITAR where applicable.
  • Establish engagement rhythms (e.g., program reviews, QBRs) to drive alignment, transparency, and continuous improvement.
  • Develop and track operational metrics that provide visibility into execution performance, compliance outcomes, and risk trends.
  • Drive process improvements that reduce friction, improve scalability, and strengthen compliance execution across non-inventory trade programs.

Basic qualifications include:

  • Bachelor's degree or equivalent
  • Experience handling confidential information
  • Experience developing operational metrics
  • Experience that includes strong analytical skills, attention to detail, and effective communication abilities
  • Experience leading cross-functional projects and managing large, complicated programs
  • 5+ years of experience in trade compliance, customs brokerage, or cross-border operations
  • Deep working knowledge of customs compliance, import/export regulations, and IoR/EoR models, with experience translating regulatory requirements into scalable operational processes
  • Experience partnering with customs brokers, freight forwarders, and regulatory authorities

Preferred qualifications include:

  • 5+ years of program or project management experience, or a PMP certificate and 5+ years of managing, analyzing and communicating results to senior leadership experience
  • Licensed Customs Broker (any jurisdiction) with advanced expertise in HTS classification and customs audit preparation
  • Deep export compliance experience, including EAR and ITAR classification and regulatory adherence; CUSECO certification preferred
  • Working knowledge of global trade frameworks, including free trade agreements, preferential programs, and import/export legal entity setup
  • Proven ability to design and embed scalable trade compliance capabilities within complex business organizations
  • Experience engaging with regulatory authorities and supporting customs modernization and regulatory reform initiatives

The base salary range for this position is listed below. Your Amazon package will include sign-on payments and restricted stock units (RSUs). Final compensation will be determined based on factors including experience, qualifications, and location.
