Cyber Security Support Technician (Senior-Level)
The Cyber Security Support Technician (Senior-Level) provides expert-level technical and compliance support for fleet and shore-based cybersecurity operations. This position is responsible for assisting shipboard and shore-based commands in developing, implementing, and maintaining Local Information Assurance (IA) and Cyber Security Programs in accordance with Department of the Navy (DoN) and Department of Defense (DoD) cybersecurity policies.
The role supports the continuous monitoring, assessment, and accreditation of shipboard information systems, conducts vulnerability assessments, delivers cyber training, and ensures overall compliance with the Risk Management Framework (RMF) and Authority to Operate (ATO) requirements.
Job description:
- Provide direct support for the development, management, and maintenance of Local Information Assurance Programs in accordance with SECNAVINST 5239.1 and related Navy cybersecurity directives.
- Provide annual review of Site Security Assessment and Accreditation (A&A) status for all CNSL Ships.
- Coordinate with ships and USFFC for units requiring A&A maintenance scheduling in accordance with the Risk Management Framework (RMF) guidance contained in DODI 8510.01.
- Coordinate with fielded Program of Record (POR) and Platform Information Technology (PIT) system offices to ensure required system accreditation documentation is up to date and have ATOs, and A&A letters current and signed by the Navy Authorizing Official (NAO).
- Provide vulnerability and compliance reviews for all CNSL ships as directed by CNSL leadership, and in preparation for scheduled unit level inspection events.
- Conduct shipboard evaluations to ensure shipboard systems are being maintained in accordance with Information Assurance Vulnerability Messages (IAVM), Communication Tasking Orders (CTO), Navy Technical Directives (NTD) and that approved system patches are installed per Fleet Advisory Message (FAM) guidance.
- Conduct unit level cyber training assist visits on afloat units to assess site and system training program implementation and management covering the functional areas that make up the local Cyber Security/Cyber Readiness Program. Coordinate with sites to ensure pre-visit requirements and minimal manning participation requirements are met. Prepare formal preparatory and conclusion documentation and deliverables, utilizing Government-approved format, providing CS/Cyber Readiness Training and Program Management posture for all ship and shore commands for individual unit level events, to include an End of Visit Assessment Report.
- Conduct periodic and random shipboard spot-checks to validate system scanning and reporting compliance.
- Provide proactive outreach, distance support, and tracking of onboard cyber programs to include compliance with applicable instructions and requirements, and implementation of shipboard policies, and SOPs. Provide coordination assistance to Program Office helpdesk and other support organizations for cyber technical barriers or casualties. Provide prompt response to shipboard requests for assistance during prescribed working hours.
- Develop training materials to support onboard and offship training events, using Government provided format. Curriculum shall comply with NAVEDTRA 130 series. Provide SME support to briefs, training events, and waterfront symposiums to provide Fleet training regarding C5I systems, trends, and issues. Conduct training events or provide ancillary support, as required.
- Assist ships personnel in cyber bill development and ensuring Cyber Work Force (CWF) documentation and management requirements are met. Work with Ship's forces to develop a mitigation plan and POA&M for correcting deficiencies found during assessment. Work with Naval Warfare Command (NAVWAR), Afloat Training Group (ATG), and Information Warfare Training Group (IWTG) to coordinate training processes and events to ensure Site Assist Visits (SAVs) align with certifying exercises or other scheduled assessments. Conduct tailored training events onboard, as required, to assist ships force in meeting cyber metrics and/or address identified training gaps. Audit cyber warfare certification events as directed by Military/Civilian lead, and provide recommendations for training process improvement.
Qualifications required:
- Bachelor's degree in Cybersecurity, Computer Science, Information Systems, or a related technical field preferred.
- Minimum 10 years of experience in Information Technology or Cyber Security, with specific focus on shipboard computer networks and operational systems.
- Must possess or be eligible to obtain a DoD Secret Security Clearance.
- Experience conducting cyber evaluations, inspections, and readiness assessments for Navy or DoD organizations.
