Deputy Director

The incumbent serves as the Deputy Director and shares with the Director the ultimate mandatory responsibility for providing executive management, leadership, direction, and coordination of all Division programs, including headquarters and field activities. Responsibilities The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to:

  • Participates fully with the Director, FMD, in formulating policies and procedures, and interpreting and adapting these policies and procedures to all FMD operations.
  • Acting for the Director, FMD, as designated.
  • Provides executive leadership, management, and direction to Branch Chiefs and Field Office Managers for integrating support programs and activities at the Division level.
  • Directs the review and evaluation of program operations and initiates revisions, modifications, or new program policies, regulations, and procedures, as warranted.
  • Directs the onsite follow-up and oversight of Field Office Managers to ensure Agency policies are being carried out.
  • Provides specialized information and advice in all areas involved with managing the Division.
  • Recommends to the Director organizational changes necessary to ensure authority is delegated to the lowest level.
  • Directs the responses to internal agency audits and takes appropriate actions to correct program deficiencies.
  • Advises the Director on broad areas; reviews proposed programs, policies, and procedures inherent in Agency operations.

Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

  • Assist with planning and carrying out and/or participating in national correlations and technical training on the application of the grade standards and make recommendations and changes to the standards
  • Thorough knowledge of application and procedures of grading and certification and industry practices.
  • Skill, tact, and diplomacy in effectively communicating.
  • Collaborate with Management and other technical staff to conceive, design, plan, and conduct projects and activities.
  • Develop reports and presentations for Management, Division Director, and other technical staff.

Note: There is no education substitution for this grade level.

FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

  • Plan and carry out national correlations and technical training on the application of the grade standards and make recommendations and changes to the standards
  • Broad and thorough knowledge of application and procedures of grading and certification and industry practices.
  • Skill, tact, and diplomacy in effectively communicating orally and in writing
  • Independently conceives, designs, plans, and conducts projects and activities
  • Develop reports and presentations for senior managers that are recognized as technically sound
