This position is located at district headquarters in Roseville and has the flexibility to work in the office or a hybrid schedule that includes in office and teleworking time. If working a hybrid schedule, the incumbent will be required to make a telework arrangement with their supervisor. The incumbent will be expected to work in the office as determined by policy and discussion with their supervisor.

Position Purpose: This position leads the stormwater asset program and team and provides expert level guidance to water resources design staff on drainage collection, stormwater treatment design, regulatory requirements and MnDOT stormwater policies. The employee is expected to perform a wide range of tasks and coordinate with many different internal and external teams. This position requires a high level of computer literacy including use of GIS and MnDOT's asset management software. The position also requires field work that includes walking on steep and unstable ground, carrying and operating equipment, and driving on, off, and next to highways.

Job Duties:

  • Provide supervision to team members. Provide expert level guidance and training to water resources group on water resources drainage design, stormwater asset functionality, and design and operational considerations for agreements with local units of government.
  • Manage and oversee planning, budgeting, project development, and coordination to implement designs for water resource engineering assets.
  • Respond to concerns and issues from the public, other MnDOT functional groups, and the water resources design teams.
  • Troubleshoot and resolve drainage and stormwater management issues that construction and maintenance personnel encounter in the field.
  • Manage water resources consultants for water resources investigations and assigned design projects.

Minimum Qualifications:

  • Three years of experience as an Engineering Specialist or equivalent performing Water Resources Engineering duties to include:
    • Oversight of stormwater asset management activities, including coordinating inspections, reviewing and evaluating designs, recommending design revisions, determining scope of work for asset repairs and improvements.
    • Hydrology, hydraulics or stormwater quality tasks such as designing, performing calculations, reviewing designs, observing function, etc.
    • Experience overseeing contracts, including selection, scope, schedule, budget and performance.
    • Valid Class D Driver's License.

In addition to the preceding minimum qualifications, you will be assessed on the following criteria during a job interview:

  • Communication skills both orally and in writing to clearly communicate ideas and concepts to others as a member of a team and to provide direction to squad members
  • Human relations and leadership skills sufficient to negotiate, build consensus and manage conflict.
