This position is located in Rochester and may have the flexibility to telework, work a hybrid schedule, or work in the office. The incumbent will be required to make a telework arrangement with their supervisor. The incumbent will be expected to work in the office as determined by policy and discussion with their supervisor.

This position will provide inception to completion project management over a range of several minor, moderate, and major scale active projects so that the stated goals and intent of each project is followed throughout the scoping, project development, design, and construction phases. Responsibilities include:

  • Provide project management direction from inception to completion of a variety of transportation projects.
  • To be the primary contact in concert with the Project Management Principal Engineer and Project Management Administrative Engineer for other public agencies, special interest groups and the public regarding road project activities.
  • Establish effective long-term relationships with local units of government.
  • Provide overall direction and leadership to technical project teams in the application of knowledge, skills, tools, and techniques in the management of project activities for minor, moderate and major scale road projects to meet the project requirements.
  • Ensure consistency with MnDOT strategy, commitments and goals; and to ensure proper program execution and compliance with MnDOT, state and federal procedures, practices, regulations, and standards.

Minimum Qualifications

Three years of para-engineering experience at the Engineering Specialist level (or equivalent) that demonstrates all the following:

  • Working knowledge of at least two of the following transportation related disciplines including, but not limited to: design, surveys, hydraulics, planning, project management, materials, right of way and/or construction.
  • Knowledge of civil engineering principles, project management techniques, and methods.
  • Project management and Critical Path Method (CPM) scheduling software experience such as Artemis Project View (APV) or Primavera P6.
  • Experience with coordinating and directing the aspect of engineering design projects.

Preferred Qualifications

Experience with all phases of project development and program delivery including planning, scoping, pre-design, final design, and construction.

Knowledge of the principles and practices of conflict management, effective negotiations, and consensus building.

Knowledge of contract administration and contracting procedures with the ability to write and interpret contract specifications.

Knowledge of MnDOT policies, procedures, TPDP, ADA requirements, Geometric Design Standards, MnDOT Specifications, Sample Plans, and State and Federal statute and regulatory requirements.

Must possess a valid Class D Driver's License or an equivalent license from another state.
