This position exists to provide direct supervision to the Operations Analysts Team which performs quality assurance and control activities for the Minnesota Health Care Programs (MHCP) computer systems. The team is responsible to plan and strategize with leadership teams to manage and direct work of division and administration resources needed for business and partner relation planning. The incumbent in this position is recognized as a Health Care Administration (HCA) business translation expert and is responsible to ensure that DHS, HCA, and MHCP partner needs are represented and accounted for in the development, testing, and implementation of MHCP computer systems.
Demonstrated leadership experience AND Four (4) years of experience coordinating computer system development, testing, and implementation.
Experience must demonstrate:
Four years of experience implementing computer systems in a leadership role as a supervisor, lead worker, or project lead. In-depth knowledge of the Department of Human Services (DHS), including its organizational structure, programs, and strategic direction Proven ability to lead strategic planning and visioning initiatives with a statewide, division-wide, or department-wide scope, particularly within a state-supervised, county-administered environment Strong understanding of both Waterfall and Agile project lifecycles, with the ability to guide and support teams operating within these methodologies Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint), Microsoft Teams, SharePoint, and Smartsheet, and demonstrated ability to quickly learn and adapt to new technology tools Collaborative leadership style with demonstrated strengths in negotiating agreements, facilitating cross-functional teams, and exercising sound judgment to support strategic decision-making and team effectiveness Excellent oral and written communication skills, with the ability to effectively engage both technical and non-technical audiences Demonstrated ability to work effectively with individuals from a wide range of backgrounds, cultures, and perspectives.
